FUNDING GUIDELINES

Community Development Block Grant (CDBG)

The objectives of the CDBG Program are to provide decent housing and suitable living environment, and to expand economic opportunities at the local level. A minimum of 70% of the CDBG funds must be used for activities that benefit low- and moderate-income persons. Additionally, CDBG activities must meet one of three national objectives:

  • Benefit low- and moderate-income persons;
  • Aid in the prevention or elimination of slum and blight;
  • Meet an urgent community development need (e.g. cleanup of a natural disaster).


  • The City of Abilene administers its CDBG program in accordance with the goals identified in the Consolidated Plan (CP). The CP is a long-range strategy developed through a series of public hearings and consultation with local housing and social service providers.

    Home Investment Partnerships Program (HOME)

    The intent of the HOME Program is to:

  • expand the supply of decent, safe, sanitary, and affordable housing;
  • strengthen the abilities of state and local governments to provide housing;
  • assure that federal housing services, financing and other investments are provided to state and local governments in a coordinated, supportive fashion; and
  • expand the capacity of nonprofit community-based housing development organizations.


  • The City also administers its HOME program in accordance with the goals identified in the CP. A minimum of 15% of the City’s HOME allocation must be used to support the efforts of a Community Housing Development Organization (CHDO).

    Funding Guidelines

    The following guidelines will be used to develop or amend the One-Year Action Plan which outlines the proposed uses for CDBG and HOME funds. It will also be used to manage programs supported by CDBG and HOME and will further enhance our efforts to provide comprehensive neighborhood development.

  • Requests for CDBG funds must meet one of the national objectives. Requests for HOME funds must be consistent with the intent of the HOME Program.


  • Projects considered for funding must meet the goals, objectives and priorities in the City’s Consolidated Plan (CP).


  • Priority will be given to projects which improve the physical conditions of or directly benefit residents of targeted neighborhoods identified by the City Council as part of the City’s neighborhood planning process.


  • A minimum of 50% of the funds allocated to the following rehabilitation activities will be used for projects in targeted neighborhoods: Single Family Rehabilitation, Homebuyer Assistance Program.


  • In accordance with past Council policy, only requests for capital improvements funding from private nonprofit agencies will be considered.
