FUNDING GUIDELINES

Community Development Block Grant (CDBG)
The objectives of the CDBG Program are to provide decent housing and suitable living environment, and to expand economic opportunities at the local level. A minimum of 70% of the CDBG funds must be used for activities that benefit low- and moderate-income persons. Additionally, CDBG activities must meet one of three national objectives:
The City of Abilene administers its CDBG program in accordance with the goals identified in the Consolidated Plan (CP). The CP is a long-range strategy developed through a series of public hearings and consultation with local housing and social service providers.
Home Investment Partnerships Program (HOME)
The intent of the HOME Program is to:
The City also administers its HOME program in accordance with the goals identified in the CP. A minimum of 15% of the City’s HOME allocation must be used to support the efforts of a Community Housing Development Organization (CHDO).
Funding Guidelines
The following guidelines will be used to develop or amend the One-Year Action Plan which outlines the proposed uses for CDBG and HOME funds. It will also be used to manage programs supported by CDBG and HOME and will further enhance our efforts to provide comprehensive neighborhood development.
