Emergency Operations Plan (EOP)

Transmitted herewith is the revised Emergency Management Plan for the City of Abilene and Taylor County. This plan supersedes any previous plans. It provides a framework in which both jurisdictions can plan and perform their respective emergency functions during emergencies or disasters.

This comprehensive Emergency Management Plan attempts to be all-inclusive in combining the four phases of Emergency Management: (1) Mitigation ---Those activities that eliminate or reduce the probability of disaster or the effects of disaster; (2) Preparedness---Those activities which governments, organizations, and individuals develop to save lives and minimize damage; (3) Response---To prevent loss of lives and property and provide emergency assistance; and (4) Recovery---Short and long-term activities which return all systems to normal or improved standards.

This plan has been approved by both the City of Abilene and Taylor County jurisdictions. It will be revised and updated as required. All recipients are requested to advise the City of Abilene Office of Emergency Management and the Taylor County Sheriff’s Office on any suggested changes that may result in its improvement or increases its usefulness. Plan changes will be transmitted to all addresses on the distribution list.
