The Texas Pollutant Discharge Elimination System (TPDES) requires subject industrial facilities to apply for and obtain an industrial stormwater permit called the Multi-Sector General Permit (MSGP) TXR050000. The MSGP is issued by the Texas Commission on Environmental Quality (TCEQ) and authorizes the City of Abilene to 'carry out all inspections, surveillance, and monitoring procedures necessary to determine compliance with permit conditions'. In order to fulfill these duties, the City of Abilene established an Industrial Facility Inspection Program within the Stormwater Services Division.
