Most City offices closed in observance of New Year’s Day
ABILENE, Texas – Most City of Abilene offices and community service centers will be closed on Monday, Jan. 2, 2012 in observance of the New Year’s Day holidays with the exception of those providing life safety services such as fire and police protection.
The Abilene Animal Shelter will be closed on Monday, Jan. 2. Citizens with an Animal Control emergency may call the Abilene Police Department at 673-8331 and an Animal Services Officer will be available to respond.
The Solid Waste Services Division offices will be closed Monday, Jan. 2. Residents who are scheduled for curbside brush and bulky refuse collection on Jan. 2 will receive service the next day, beginning Tuesday, Jan. 3. Commercial and residential refuse collection will run normal routes on Monday, Jan. 2. The Environmental Recycling Center (ERC) will be closed Sunday, Jan. 1 and Monday, Jan. 2. The ERC will resume regular business hours on Tuesday, Jan. 3.
CityLink Transit office will be closed with no transit service on Sunday, Jan. 1, New Year’s Day. Regularly scheduled services will resume Monday, Jan. 2.
Municipal Court will also be closed on Monday, Jan 2. All citations due on that day will instead be due on Tuesday, Jan. 3.
All locations of the Abilene Public Library will be closed on Monday, Jan. 2.
The Abilene Zoo is closed on Sunday, Jan. 1, New Year’s Day.
City facilities that will also be closed on Monday, Jan. 2 include: City Hall, Health Division, Abilene Civic Center, the Development Corporation of Abilene, the Airport Administration Office and City Recreation and Senior Citizen centers.
The Water Services Center, 701 E. Hwy. 80, will be open for regular business hours, 8 a.m. to 4 p.m., Monday, Jan. 2. Citizens may also call the Water Service Center’s emergency hotline, 676-6000, for water and sewer emergencies. This hotline is available 24 hours a day, every day of the year.

Protect pets from winter health hazards
ABILENE, Texas – Despite their “fur” coats, domesticated animals like cats and dogs depend on humans for protection from the elements. With below freezing temperatures creeping into the forecast, the City of Abilene’s Animal Services Division is offering the following suggestions to help keep all pets safe through the cold winter months:
- Don't leave pets outdoors when the temperature drops below freezing. Dogs need outdoor exercise but take care not to keep them out for lengthy periods during very cold weather. Short-coated dogs may feel more comfortable wearing a sweater during walks. Dogs and cats are safer indoors in all sorts of weather.
- Signs of hypothermia include: weak pulse, dilated pupils, decreased heart rate, extreme shivering, pale or blue mucous membranes, body temperature below 95 degrees, stupor and unconsciousness. Consequences of extreme hypothermia may include neurological problems including coma, heart problems and kidney failure. Check with your veterinarian for more information.
- Wind chill can threaten a pet's life, no matter what the temperature. Outdoor dogs must be protected by a dry, draft-free doghouse that is large enough to allow the dog to sit and lie down comfortably but small enough to hold in his/her body heat. The floor should be raised a few inches off the ground and covered with loose, insulating material such as straw or shredded newspaper. Material should be changed regularly to ensure it stays dry. The house should be turned to face away from the wind and the doorway should be covered with a flap of heavy waterproof fabric or heavy plastic.
- Pets spending a lot of time outdoors need more food in the winter. Keeping warm depletes energy. Routinely check your pet's water dish to make certain the water is fresh and not frozen. Use plastic food and water bowls rather than metal; when the temperature is low, your pet's tongue can stick and freeze to metal.
- Warm car engines are dangerous for cats and small wildlife. Parked cars attract small animals which may crawl up under the hood looking for warmth. To avoid injuring any hidden animals, bang on your car's hood to scare them away before starting your engine.
- De-icing chemicals are hazardous. The salt and other chemicals used to melt snow and ice can irritate the pads of your pet's feet. Wipe the feet with a damp towel every time after coming in from outdoors – even if you don’t see salt on walkways.
With the arrival of the winter months, there are additional health hazards which are of concern for animals. A few of these health risks could be brought into the home inadvertently thereby increasing your pets’ possibility to exposure. The following are some important tips to help you and your pet enjoy the winter season:
- Antifreeze - This mixture contains ethylene glycol, a product that can cause lethal kidney failure if ingested. Antifreeze has a sweet taste that attracts animals and can be toxic in small doses. An antidote is available but early recognition of ingestion and immediate treatment by a veterinarian is imperative for the survival of your pet. Better yet, use antifreeze-coolant made with propylene glycol; if swallowed in small amounts, it will not hurt pets, wildlife or people.
- Baking Chocolate – This form of chocolate contains a higher concentration of the stimulant theobromine than regular chocolate. Because dogs and cats lack the enzyme needed to break down this ingredient, just one ounce of baking chocolate can be fatal to a small dog or cat.
- Mistletoe – The berry of this plant is the most toxic component, especially if chewed instead of swallowed whole. If ingested in sufficient quantities, it can cause gastrointestinal and neurological symptoms.
- Poinsettia – Whether or not this plant is toxic has been debated for years. The most recent findings are that it contains no toxic chemical. However, as with any item that your pet is not accustomed to eating, it can cause diarrhea and vomiting. Animals tend to be attracted to poinsettias so it is a good practice to keep this plant out of your pets’ reach.
- Christmas cactus – This plant is nontoxic but can cause your pet to have diarrhea and vomiting if consumed.
- Glow Jewelry – The chemical contained in glow-in-the-dark jewelry may have the potential to cause death as a result of respiratory distress. Animals that have bitten into the jewelry may exhibit heavy salivation, hyperactivity and aggressive behavior.
- Cold Weather – Animals in Texas are not acclimated to cold weather and should be provided with adequate protection and shelter from the direct effect of wind, rain or snow.

Dyess We Care Team to build train station at Abilene Zoo
ABILENE, TX. - Volunteers from the Dyess We Care Team will be on hand this Saturday, Dec. 10 to begin constructing the new, permanent train station at the Abilene Zoo. The Abilene Zoological Society purchased the Safari Express train this year and passengers have been boarding at a temporary area. Over 25,000 people have ridden the train since its arrival in May.
“The train is such a tremendous success that we wanted to have a comfortable area where zoo visitors can board,” said Zoo Director Bill Gersonde. “The new station will provide a shaded area complete with ceiling fans that will provide a comfortable place for passengers to wait for the train.”
Dyess volunteers, along with help and supervision from the zoo’s maintenance staff, will work together during the construction. The station will be a 20 feet by 36 feet pergola located on the north end of the zoo’s entry plaza. The Dyess We Care Team has helped with other projects at the zoo including the flamingo barn.
“The zoo continues to grow and prosper thanks to so many great people including the volunteers from Dyess Air Force Base,” said Gersonde. “We truly appreciate their hard work and dedication towards making the zoo a better place for our guests and animals.”

Rose Park Senior Center hosts annual holiday festival
ABILENE, Texas – The City of Abilene Rose Park Senior Center will host their annual family holiday festival and fundraiser on Friday, Dec. 9 from 5:30 to 10 p.m. The festival offers a catfish dinner, dance, live music from the band Muddy Creek and entertainment from the Breckenridge Cloggers.
Other festivities will take place throughout the day. A silent auction will occur from 9 a.m. to 9 p.m. Morning bingo, sponsored by Coronado Nursing Center, will take place from 9:30 to 10:15 a.m. And evening bingo, sponsored by Wisteria Place, will take place from 7 to 8:15 p.m. The cost of participating in the bingo activities is 50 cents per game or $5 for unlimited games.
The holiday festival serves as a fundraiser for activities and programs offered at the Rose Park Senior Activity Center throughout the year.
Adults of all ages are invited to attend the event. Tickets for both the dinner and dance are $12 per person. Tickets for the dinner only are $8, while tickets for participation at the dance only are $5.
The deadline to purchase tickets is Tuesday, Dec 6. Tickets are available weekdays from 8:30 a.m. to 4 p.m. at the Rose Park Senior Activity Center located at 2625 S. 7th St.

Pet adoption discounts from Homes 4 the Holidays
ABILENE, Texas – Abilene Animal Shelter, Rescue the Animals SPCA and IAMS present Homes 4 the Holidays. From Monday, Nov. 28 to Saturday, Jan. 7, 2012, Homes 4 the Holidays makes pet adoptions affordable during the holiday season. Abilene Animal Shelter is offering a $20 adoption fee discount for puppies, kittens, dogs and cats at their facility. An IAMS Welcome Home Kit will be included for your new animal. Rescue the Animals is offering a $20 rebate to adopters when they sterilize their adopted animals.
During Homes 4 the Holidays, unsterilized dogs cost $60 and unsterilized cats cost $50. Dogs and cats that are sterilized will cost $20 each.

The Abilene Animal Shelter will be closed Nov. 24 and Nov. 25 for the holiday. Citizens with an animal related emergency should contact the Abilene Police Department at 673-8331 and an Animal Services Officer will be dispatched to handle the call. The animal shelter will open again on Saturday, Nov. 26 and resume its regular Saturday business hours from 10 a.m. through 2 p.m.
Solid Waste Services division offices will not be open Nov. 24 and 25. There will be no residential pickup on Thursday or Friday. There is no commercial container collection on Thursday, Nov. 24. There will be limited commercial container collection on Friday, Nov. 25. There will be no bulk and brush collection on Nov. 24 and 25. The Environmental Recycling Center (ERC) will also be closed Thursday and Friday. The ERC will resume regular business hours on Saturday, Nov. 26. Solid Waste Services will resume all normal operations Monday, Nov. 28.

New FEMA maps show revised flood zones in Abilene
ABILENE, Texas –The Federal Emergency Management Agency (FEMA) has issued revised Flood Insurance Rate Maps for the city of Abilene. These revisions may show that properties once considered to be located in a flood zone are no longer in such a zone. And other properties may now be located in a flood zone when, in previous years, they were not. New flood insurance rate maps go into effect Jan. 6, 2012.

City’s Animal Services receives state awards
ABILENE, Texas – The Texas Animal Control Association (TACA) awarded the City of Abilene’s Animal Services Division with two awards, the Media Award and the James Vyers Field Officer Award, during their 2011 conference and awards presentation.
Receiving the James Vyers Field Officer Award is Animal Control Officer Samantha Freeman. Freeman has been with the City of Abilene six years and serves as a member of the Dangerous Dog Investigator Team, is certified as a Texas Human Law Enforcement Officer and is also the volunteer coordinator for the City of Abilene Animal Services. This award is presented each year to an outstanding animal control officer who has performed duties above and beyond what is normally required and has consistently performed at a professional level, representing their agency in a professional manner at all times.
“Samantha has dedicated herself to helping the animals and citizens of our community,” said Aaron Vannoy, Animal Services Manager. “She works long hours in the field but also makes time to volunteer at pet adoption events, helping place animals in forever homes.”
The public services announcement (PSA) “Stand Like a Tree”, created by the City’s Communications and Media Relations Manager Callie Harris and Communications Specialist Rick Tomlin, received the 2011 Media Award. The PSA was broadcast locally and educates children to stand like a tree when approached by an unfamiliar dog to prevent bites. The Media Award is presented each year to an individual or organization that presents animal control and welfare in a positive manner, promotes responsible pet ownership and depicts animal care and control in a professional and positive light.
These awards will be presented by Mayor Norm Archibald at the Thursday, November 17 City Council meeting held on the second floor of City Hall located at 555 Walnut St. The meeting begins at 8:30 a.m.

Abilene Zoo says farewell to lady lion cubs
ABILENE, Texas –The two femalelion cubs, named Kamari and Kinsey, born at the Abilene Zoo in May 2010 are scheduled to leave the zoo next week. They will be relocated to Disney’s Animal Kingdom in Orlando, FL following a recommendation from the African Lion Species Survival Plan.
“It’s kind of like sending the kids to college,” said Zoo Director Bill Gersonde. “We’ve had the honor of caring for and seeing these lions grow up. We hate to see them go, but we know it’s the best thing for them and the species”.
African Lions living in zoos accredited by the Zoo and Aquarium Association are managed through a breeding program that ensures genetic diversity and population stability. The management group for African Lions met earlier this year and determined that Disney’s Animal Kingdom would be a good place to send the Abilene’s two female cubs. They will be introduced to a male lion and may eventually produce cubs of their own.
The Abilene Zoo is inviting guests to come bid farewell to Kamari and Kinsey this Saturday, Nov. 12. From 10 a.m. to 2 p.m., visitors can learn fun lion facts from the zoo staff and volunteers Visitors can sign a farewell card for the lions and enjoy a free cookie while quantities last. Discounts will be available at the Watering Hole concession stand and the zoo gift shop will offer discounts to select lion items. .
The three male lion cubs, brothers to the females, are currently housed off exhibit. The zoo is awaiting a final agreement with an institution who is interested in providing a new home for the males.

Community gathering a Sears Park tradition
ABILENE, Texas – On Thursday, Nov. 10 from 6 to 8 p.m., Sears Park Recreation Center will host an evening of food and community at their center located at 2250 Ambler. For over 20 years, the center has invited the Sears Park neighborhood to begin the holiday season together and enjoy a free meal. As an added treat, teachers and administrators from nearby schools along with community leaders will lend a hand serving.
“What a wonderful opportunity for our friends and neighbors of Sears Park to come together,” said Sears Park Recreation Center Coordinator Steve Miller. “This event has become a tradition that we look forward to every year. We look forward to many more years of serving the neightborhood.”

First nationwide test of Emergency Alert System set for Wednesday
ABILENE, Texas – The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC), the National Oceanic and Atmospheric Administration (NOAA) will conduct the first nationwide test of the Emergency Alert System (EAS).
The nationwide test will occur on Wednesday, November 9 at 1 p.m. central time and may last up to one minute. Although the test will resemble the monthly EAS tests the public is used to experiencing, there may be some differences. The public may or may not hear an audio message indicating that "This is a test." on radio, television, and cable. There may also be a message reading “This is a test.” on television screens or no image will be seen at all.
Television media is encouraged to alert their viewers of the test on their broadcast crawls.
The purpose of the test is to assess the readiness and effectiveness of the EAS and identify incremental improvements to better serve our communities. Although the EAS is frequently used by State and local governments to send weather alerts and other emergencies, there has never been a national activation of the system.
The National-level EAS is a public alert and warning system that enables the President of the United States to address the American public during extreme emergencies. Similar to local EAS tests that are conducted frequently, the Nationwide Test will involve broadcast radio and television stations, cable television, satellite radio and television services and wire line providers across all states and territories.
Over the past two years and as part of ongoing national preparedness planning efforts, FEMA, the FCC and other federal partners, State, local, tribal and territorial governments, EAS Participants, and others in the EAS Community have been working toward making this test a reality. Support first responders with Blue Hero Lights this holiday
ABILENE, Texas – Mayor Norm Archibald along with the family of Officer Rodney Holder invite the Abilene community to show their support and appreciation of area first responders this holiday season by placing blue hero lights in their homes. A blue hero light is a single blue light placed in the center most window of a home as a sign of support to first responders.
“Along with the Holder family, I want to extend an invitation to our community to place a blue hero light in your home this holiday season,” said Mayor Archibald “By placing a simple blue light in your window or wrapping your trees in blue lights, we can send a signal of appreciation and sincere thanks to our first responders.”
Blue hero lights first appeared in Abilene last year as the Holder family’s neighborhood began decorating for the holidays. Neighbors placed blue lights in their windows and wrapped their trees in blue lights in honor of their neighbor and 28 year veteran of the Abilene Police Department, Officer Rodney Holder who was killed in the line of duty in April of 2010.

City receives award for annual financial report
ABILENE, Texas – The City of Abilene was recently awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting signifying a major accomplishment by a government and its management. The City of Abilene has received this award for 13 consecutive years.
“We are honored to be recognized in this way,” said Mindy Patterson, Director of Finance. “Earning an award like the Certificate of Achievement encourages us to continue striving for excellence while working to fulfill our mission.”
The Certificate of Excellence is awarded by a panel of impartial judges to governments that meet high standards while demonstrating a constructive spirit of full disclosure to clearly communicate its financial goals. The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals.

Lake Ft. Phantom boat ramp closed temporarily for repairs, extension project
ABILENE, Texas – Beginning Nov. 7, 2011, the boat ramp located on the northwestern corner of Lake Fort Phantom on FM 1082 will be temporarily closed to the public. While closed, the ramp will undergo an extension project extending the boat ramp further from shore giving boaters better access to deeper water. The extension was approved in the 2006 bond election. Because the boat ramp is partially underwater during a typical year, work was put on hold until lake levels at Lake Fort Phantom dipped low enough for the project to take place.
During this project, boaters will be able to use two alternate boat ramp facilities located on the west end of Johnson Park which is located on the far northwest side of the lake or the boat ramp located east of the dam.
Construction has been estimated to last 30 days weather permitting. The City of Abilene will continue to publicize updates and re-opening information about the boat ramp extension project in the future.

City of Abilene declines federal grant money
ABILENE, Texas – The City of Abilene recently declined a Federal grant intended to fund a portion of the City’s Senior Citizen’s meal program. The grant, administered locally by the Area Agency on Aging of the West Central Texas Council of Governments, came with stipulations that were deemed too restrictive by the City.
“The City of Abilene has decided to respectfully decline the grant due to the number of changes and restrictions placed on the menus we could offer, which would have negatively affected the seniors we serve every day,” said Abilene Mayor Norm Archibald. “We feel we are best positioned to make the decisions that impact our senior population. It’s about maintaining local control of our programs, including our very successful senior meal program, without the restrictions imposed by the Federal government.”
Restrictions that would have accompanied grant acceptance include:
- Removing salt shakers and condiments from the tables
- Little or no seasoning unless specified in the cooking process
- No butter, margarine or bread unless specified
- No substitutions or alterations in menu or cooking process
- No traditional holiday meals
- No whole or flavored milks; skim milk only
- Smaller entrée portions (2 oz. vs. current 3-4oz. portions)
Councilmember Joe Spano added, “The Federal government can try to place these restrictions on the grant, but that doesn’t mean we need to accept the money. We have been doing a good job for many years providing quality meals for our seniors, and we’ll continue to find ways to cut costs and provide them with wholesome and nutritious meals. They have earned the right to make decisions like these for themselves.”
The City, which anticipated these changes while planning for the 2012 fiscal year, expects only a minimal impact to the budget. The Senior Citizens Division will continue to use the Texas model for healthy meals, which includes foods low in saturated fat, lower in sodium, whole grains for increased fiber and a variety of fruits and vegetables.
The City of Abilene Senior Services Division prepares over 450 meals each weekday for Abilene seniors. Meals are served from 11:30 a.m. to 12:15 p.m., Monday through Friday, at Rose Park Senior Center, and Sears, Cobb, South Park (Chavez) and Daniels recreation centers. City’s Managing Director for Administration named to state board
ABILENE, Texas – Ronnie C. Kidd, the City of Abilene’s Managing Director for Administration, was recently elected by the membership of the Texas Municipal Human Resources Association (TMHRA) to serve on its board of trustees. Kidd officially began his term on the eleven member Texas Municipal Human Resources Association board of trustees Oct. 1, 2011.
The Texas Municipal Human Resources Association is a professional organization comprised primarily of human resource professionals who are employed with municipal organizations in the state of Texas. Its purpose is to promote excellence in human resources management in Texas municipalities through: active cooperation, networking and exchange of information amongst the membership; sponsorship and production of professional development programs and conferences; and, promotion of the welfare of all Texas municipal employees and the citizens they serve.
“I am excited for the opportunity to represent the city of Abilene and our west Texas region on the TMHRA board,” Kidd said. “TMHRA is a well-respected, professional organization and the board of trustees works diligently to represent, train and promote best practices in human resource management for cities across Texas, as well as the municipal employees who serve the citizens of our great state. I am honored and humbled to represent TMHRA members and join the other trustees in their work.”
Kidd has been serving in an appointed role to fulfill the remaining term of a trustee who resigned since January of this year. He will serve as Program Committee co-chair for the coming year for TMHRA.

“Abilene on the Move” is a day to get moving
ABILENE, Texas – The Mayor’s Council on Physical Fitness invites citizens to take 12 minutes towards a healthier lifestyle by participating in “Abilene on the Move” day on Wednesday, October 12, 2011. It is a day for families, individuals, groups, businesses and schools to take part in an activity that gets people moving.
Planned activities include: City of Abilene employees joining Mayor Norm Archibald in a 12 minute walk at 10 a.m. from City Hall and the Abilene Independent School District holding walking events at various times at participating schools.
Make October 12 a Day On the Move by:
- Walking the track at a local park
- Taking a 12-minute walk during break time or lunch with a friend or co-worker
- Walking around your neighborhood
- Joining your child at the school track during his/her PE period
Schools and businesses are encouraged to organize an activity. Some fun examples:
- Take a 12 minute walking break on Oct. 12 at 10 a.m.
- Challenge your co-workers and/or departments to step out on the Oct. 12 and walk the block around your worksite
- Schools: Make Oct. 12 your wellness day in PE. Invite parents and teachers to join students in walking the track during their PE class.

Record breaking year at the Abilene Zoo
ABILENE, Texas – The Abilene Zoo ended its Fiscal Year 2011 (FY11) last Friday with a record breaking 207,546 people passing through the gates over the last twelve months. Those attendance numbers surpassed the previous record of 172,546 zoo visitors in FY 10.
“We’re thrilled that so many folks enjoyed the zoo this past year” said Zoo Director Bill Gersonde. “I think the combination of the opening of Elm Creek last fall, the premier of the lion cubs, great weather during spring break and the arrival of the Safari Express zoo train all contributed to our success.”
Over 22,000 individuals have ridden the Safari Express since it made its debut Memorial Day weekend of 2011. The zoo also saw an increase in revenue in the food and gift concessions. All profits from concessions go back into the zoo, funding operations and improvements.
Building on the past year’s success, the zoo plans to open the newly constructed South American Pampas exhibit and introduce visitors to endangered toads, frogs and salamanders at the Amphibian Conservation Center in the coming months.
“As a regional leader in recreation, conservation and environmental education we’re pleased that we could serve so many,” said Gersonde. “We appreciate everyone’s support and look forward to 2012 being an even bigger year.”

City asks citizens for capital project ideas
ABILENE, Texas – The City of Abilene is requesting citizen suggestions for potential projects or general comments on priorities for the upcoming 2012-2016 Capital Improvement Program (CIP). CIP projects involve major construction or acquisition and are long-term investments rather than day-to-day operating expenses. Each year, the City adopts a new five-year plan to identify needed capital projects and to coordinate their financing and timing. Qualifying CIP projects include:
- Construction of buildings, or facilities; including design, engineering, and other preconstruction costs with an estimated total cost in excess of $25,000
- Purchase of major equipment and vehicles, other than office and data processing equipment, valued in excess of $25,000 with a life expectancy of 15 years or more
- Major equipment and furnishings for new or renovated buildings
- Acquisition or purchase of land or other property
- Studies pertaining to capital improvements that require the employment of outside professional consultants at a cost in excess of $25,000
City staff and the Planning and Zoning Commission use citizen suggestions to help develop and prioritize recommendations to the City Manager. The City Manager then forwards a recommendation to the City Council for final approval in the spring of 2012. The 2011-2015 CIP included over $18 million in water improvements, $13 million in wastewater improvements and $8.5 million in other planned improvement such a streets, parks and facilities.

APD invites citizens to National Night Out
ABILENE, Texas – The citizens of Abilene are invited to attend National Night Out hosted by the Abilene Police Department Tuesday, Oct. 4 at 6 p.m. These gatherings, at four locations across the city, are a chance for citizens to meet the officers patrolling their neighborhoods and strengthen the police-community partnership. The theme of National Night Out is “It Starts with Me” as the Police Department encourages citizens to take an active role in crime prevention.
National Night Out is designed to heighten crime and drug prevention awareness, generate support for anti-crime programs and strengthen community spirit. The event also sends a message to criminals letting them know that neighborhoods are organized and fighting back.
The Police Department has recently divided the city into four sections with a Lieutenant and dedicated patrol force assigned to each section. By doing this, officers will be able to familiarize themselves with neighborhood concerns, citizens in the area and the needs of that community.

City Rec hosts Tin Cup Seven Iron Golf Tournament
ABILENE, Texas – The City of Abilene’s Recreation Division invites golfers to join the fun at the Tin Cup Seven Iron Golf Tournament Oct. 8, 2011 at Maxwell Municipal Golf Course. The tournament will begin with a shotgun start at 9 a.m. Beginners as well as experienced golfers are welcome.
The tournament will be a four person scramble with each player using one club only: a seven iron. All shots will be played with this club including putts. The cost of the tournament is $40 per pre-registered player and $45 per player on the day of the tournament.
Check-in and registration begins at 8 a.m. A continental breakfast will be provided for all participants. Prizes will be awarded for the first place team, longest drive and closest to the pin for men and women.

One day water restrictions take effect Monday, Oct. 3
ABILENE, Texas – Starting Monday, Oct. 3, the City of Abilene will move to the Stage 1 Water Conservation Plan. Outdoor lawn watering in the City of Abilene and its wholesale water customers is limited to one day per week. The announcement, made by Mayor Norm Archibald, will serve to heighten the City’s water conservation measures.
“With the lack of rain in our area, conditions are appropriate to move to Stage 1 in our Water Conservation Plan and water once a week,” said Mayor Norm Archibald. “We ask that citizens help conserve water whenever possible.”
Watering is permitted midnight to 10 a.m. and 6 p.m. to midnight on a customer’s designated watering day. The customer’s watering day is determined by the last digit of their property’s address.

Abilene youth participate in local PPK competition
ABILENE, TX. - The City of Abilene’s Recreation Division hosted the local Punt Pass and Kick (PPK) competition on Saturday, Sept. 24 at Rose Park. Girls and boys in five age divisions (ages 6-7, 8-9, 10-11, 12-13, and 14-15) compete against each other by punting, passing and place kicking in a fun and engaging forum. The PPK program is free, both to organizers who host a local competition and to every child participating.
Established by the National Football League in 1961, the PPK program is the oldest NFL Youth Football program. The NFL PPK program is a national skills competition for boys and girls between the ages of 6 and 15 to compete separately against their peers.
Male winners include: Aaron Saxton 14 -15 year-old division, Jordan Godsey 12-13 year-old division, Ryan Minor 10-11year-old division, and Reese Porter 8-9 year-old division.
The female winners included: Mckinzlee Nelson 8-9 year-old division and Avery Lara 10-11 year-old division.
The winners of Saturday’s competition have earned a spot in the PPK Sectional event to be held in October at Wilford Moore Stadium on the campus of McMurry University.

Seasonal Influenza vaccine now available at Health District’s routine immunization clinics
ABILENE, Texas –The Abilene-Taylor County Public Health District will now provide Seasonal Influenza vaccinations at its routine immunization clinics each Monday, Tuesday, Thursday and Friday from 9 am to 4 pm. This vaccine will be offered until approximately the end of flu season which can last until the end of April. No appointment is needed. The influenza and pneumonia vaccines will be available as well as all other vaccines normally given during the clinics.
Seasonal Influenza vaccinations are $15 each and pneumonia vaccinations are $55 each. When both vaccinations are given at the same time, the cost is $60. Children, ages 6 months to 18 years, who meet Texas Department of State Health Services eligibility for the Vaccine for Children program will be charged $8 for the Seasonal Influenza vaccination. Current Medicare, Medicaid (18 years old and younger) and CHIP identification cards will be accepted for payment. Cash and checks are accepted. Third party insurance, credit and debit cards are not accepted.
The Seasonal Influenza vaccine available at these clinics is effective for the 3 Seasonal Influenza strains most likely to be circulating this flu season including the Novel 2009 H1N1 or Swine flu virus which circulated in 2009. Everyone is encouraged to have a Seasonal flu vaccination as soon as it is available.

Utility line protection program now available to residents
ABILENE, Texas – The City of Abilene is introducing a new program available to homeowners, provided through a partnership with the National League of Cities (NLC) and Service Line Warranties of America (SLWA). The Service Line Warranty program provides low cost, worry free warranty protection for sewer lines.
"Many citizens are unaware that they are responsible for the sewer lines that go from their house to the utility connection. If these lines break or leak, repairs can be very expensive," said David A. Vela, Assistant City Manager. The Service Line Warranty program offers citizens an affordable way to avoid the unexpected and often large expense involved with a sewer line break. When a line breaks, the cost to repair it can cause hardship on a family’s budget. This new program will offer warranty protection to help cover the costs of a break.
City of Abilene residents will soon see offers in their mail boxes. The cost for citizens who choose to purchase the warranty protection is $4.75 per month and per occurrence will cover sewer line repairs up to $4,000 plus an additional allowance of $4,000 for public street cutting if needed. The program is offered at no cost to the City of Abilene and no public funds are used to promote the program.

Fall Clean and Tire Amnesty Days coming Oct. 6 - 8
ABILENE, Texas – Clear out unwanted items from your property and recycle them during the upcoming Fall Clean and Tire Amnesty Days. During this annual event, citizens have a chance to spruce up their homes and properties while conveniently dropping off their cast-off items at the City of Abilene’s Environmental Recycling Center (ERC), 2209 Oak St. The event will take place Thursday, Oct. 6 through Saturday, Oct. 8, 2011. Hours of operation are 9 a.m. to 4:30 p.m. on Thursday and Friday, and 9 a.m. to 5 p.m. on Saturday. Due to safety concerns, Oak St. will turn into a one-way street with vehicles entering from South 25th St., on Saturday, Oct. 8.
Typically, the ERC is a drop-off point for citizens to bring almost any type of recyclable materials including plastics, glass and cardboard to bulkier items such as electronics and old appliances. However, certain items such as large-scale remodeling project materials will not be accepted. Citizens will be asked to assist in off-loading their own items.
At this year’s Fall Clean, citizens may bring up to eight (8) passenger tires without rims, free of charge with proof of residency (current water bill). Truck tires without rims are $6 per tire and with rims $8 per tire. Agricultural tires will be accepted without rims only for a $35 per tire service fee. No commercial or business tires will be accepted.

239 apply to Abilene Police Academy
ABILENE, Texas – The Abilene Police Department received 239 applications to the department’s 50th police academy. Of those 239 applications, 38 are female. Those completing Class 50 of the Abilene Police Academy will provide service to the City of Abilene through 2030 and beyond.
Applications to the police academy became available in August and were accepted through Sept. 14. Background checks to all applicants will take place in October and the academy is scheduled to begin in mid to late January 2012. After completing a 26-week academy, applicants will then move into a 15-week field training program before becoming fully practicing police officers.
“We are excited that so many applicants expressed an interest in the Abilene Police Department,” said Chief of Police Stan Standridge. “The Department exists to serve those they protect, and it is encouraging that so many people want to join such an important mission. Our citizens will be well served by these men and women in the decades ahead.”

Cobb Park Rec hosts dodgeball tournament
ABILENE, Texas – Join in the fun at the League of Heroes Dodgeball Tournament and be a hero to the kids of Cobb Park Recreation Center. The tournament will take place the evening of Oct. 14 and the morning of the 15 at the Sears Park Recreation Center located at 2250 Ambler Ave. A tournament schedule will be publicized after the sign-up deadline. Prizes will also be raffled off throughout the tournament.
Teams are made up of six to ten players and superhero attire is encouraged. Cost is $60 per team, T-shirts included with a sign-up deadline of Sept. 13. Cost is $40 per team with a deadline of Oct. 13 for those teams not wanting T-shirts. Donation opportunities are also available.
All proceeds from the tournament will benefit the after-school programs at Cobb Park Recreation Center. The center sees nearly 60 kids a day participating in activities throughout the week. Programs like Homework Club, Youth of the Month recognition, organized gym games, arts and crafts and much more are available.

ABILENE, Texas – The Abilene-Taylor County Public Health District will provide Seasonal Influenza vaccinations to people of all ages at their facility located at 850 North 6th St. in Abilene.
The clinics will be held on the following dates and times:
- Monday, Sept. 19 - 9 a.m. to 7 p.m.
- Friday, Sept. 23 - 7 a.m. to 4 p.m.
*Additional clinic days will be scheduled and publicized at a later date.

City of Abilene Animal Shelter nears 2,500 pet adoption record
ABILENE, Texas – Pet adoptions are on the rise at the City of Abilene Animal Shelter. Just 131 more adoptions and the shelter will boast 2,500 pet adoptions this fiscal year (FY). With hopes of having that 2,500th pet adopted, shelter adoptions will have more than doubled in the past two years. In FY 2009, 1,245 animals were adopted and in FY 2010, 1,861 adoptions.
Adoption numbers aren’t the only good news from the Abilene Animal Shelter. Owners reclaimed their pets 121 more times over last year. The shelter was also involved in the transfer of 1,142 animals to other placement groups like Rescue the Animals and other breed specific rescues furthering those animal’s chances for adoption.

Abilene will gather for 9/11 National Moment of Remembrance
ABILENE, Texas – On Sunday, Sept. 11, the U.S. Senate, as part of the unanimously passed S. Resolution 237, is calling on all Americans to participate in the 9/11 National Moment of Remembrance. Beginning at noon CST, first responders, houses of worship, towns and others throughout the country have been asked to sound sirens and bells for one minute as a signal to stop and remember the 10th anniversary of the tragedies of September 11, 2001.
Mayor Norm Archibald invites the community to participate in the 9/11 National Moment of Remembrance. Citizens are asked to meet at the Walnut St. entrance of City Hall at 11:50 a.m. for a brief, commemorative gathering. Most City offices closed Labor Day
ABILENE, Texas – Most City of Abilene offices and community service centers will be closed Monday, Sept. 5 in observance of the Labor Day holiday with the exception of those providing life safety services such as fire and police protection.
The Abilene Animal Shelter will be closed Sept. 5. Citizens with an animal related emergency should contact the Abilene Police Department at 325-673-8331 and an Animal Services Officer will be dispatched to handle the call. The shelter will be open Saturday, Sept. 3, for its normal business hours from 10 a.m. to 2 p.m. After Labor Day, the shelter will resume its normal operations at 10:30 a.m. on Tuesday, Sept. 6.
Solid Waste Services offices will not be open Sept. 5. Residents who are scheduled for curbside brush and bulky refuse collection on Sept. 5 will receive service the next day, beginning Tuesday, Sept. 6. Commercial and residential refuse collection will continue as scheduled. The Environmental Recycling Center (ERC) will also be closed Monday, Sept. 5. The ERC will resume regular business hours on Tuesday, Sept. 6.
CityLink Transit will not run on Sept. 5 except for previously scheduled medical transportation trips.
Municipal Court will also be closed on Sept. 5. All citations due Sept. 5 will be due on Sept. 6 with no penalty.
Other City closings for Sept. 5 include: City Hall, the Health Division, all Abilene Public Library locations, Abilene Civic Center, the Development Corporation of Abilene, the Airport Administration Office and City Recreation and Senior Citizen centers.
The Abilene Zoo will be open regular hours, 9 a.m. to 5 p.m. with the admissions ending at 4:30 p.m.
The Water Services Center, 701 E. Hwy. 80, will be open on Sept. 5, 8 a.m. to 4 p.m., to take delinquent payments for customers whose water has been turned off and for new customers needing water service. For water emergencies, sewer problems and reports of water conservation ordinance violations, citizens may call the Water Services Center’s emergency hotline, 325-676-6000, seven days a week, 24 hours a day.

City of Abilene adds check register to website
ABILENE, Texas – The City of Abilene’s Finance Department has furthered the City’s financial transparency by adding a Check Register to the financial transparency page of the City’s website. This page also includes the City’s Annual Budget, Annual Financial Report, as well as the Current Tax Rates. The check register is a monthly report listing City expenses by check number. Payroll expenses are listed as a total and will not be itemized.
Currently, the online check register reports fiscal year 2011 which began in October 2010. The Finance Department plans to post the reports monthly in the future.
The addition of the financial transparency page, as well as the check register makes it possible for the Finance Department to apply for an upgraded gold status State Comptroller’s Leadership Circle Award. The City currently has a silver status. This award is given to local governments who are striving to achieve a high standard for financial transparency online.

Eighth annual Doggie Splash Day
ABILENE, Texas – Dogs and their owners are invited to take a dip at the 8th annual Doggie Splash Day. The canine friendly event will take place Sunday, August 21 from 1 to 4 p.m. at Rose Park Swimming Pool located at 2642 S. 9th Street. There is a fee of $2 per dog. All breeds are welcome.
Stevenson Pool, located at 541 EN 7th St, will be open regular hours from 1 to 6 p.m. on August 21 as well. However, Stevenson Pool will be open for “human swim” only.

First public hearing on tax rate set for August 11
ABILENE, Texas – During day one of the Budget Workshops, the City Council unanimously approved the first reading of the tax levy and budget ordinances for the revised Fiscal Year 2010-2011 (FY 11) and proposed Fiscal Year 2011-2012 (FY 12) budgets, as presented by City Manager Larry Gilley, with one addition. The proposed FY 12 budget will now include the City using up to $40,000 worth of effluent water at the Maxwell Municipal Golf Course. The proposed budget is available online on the City of Abilene website, www.abilenetx.com, under the heading of City Spotlight.
The proposed FY 12 General Fund budget is $71,577,560. If approved, the FY 12 budget will be funded at a tax rate of 69.32 cents. This tax rate is the same rate as the FY 11 budget. In the proposed FY 12 budget, city programs and services remain intact. No furloughs are scheduled. Water, sewer and solid waste rates remain unchanged. There are no adjustments to City fees. A three percent salary increase for all employees is included in the proposed budget. If approved, the salary increase would begin in March 2012.
The City Council will hold public hearings on the proposed tax increase during the regularly scheduled City Council meetings on Thursday, August 11 at 5:30 p.m. and Thursday, August 25 at 8:30 a.m. A second reading, public hearing and vote on the budget ordinance and proposed tax levy are scheduled to take place during the Thursday, September 8 City Council meeting at 8:30 a.m. All City Council meetings take place at City Hall located at 555 Walnut Street. The 2012 fiscal year begins October 1, 2011 and ends September 30, 2012.

National Homeless Animals Day celebrated all month at City Animal Shelter
ABILENE, Texas – National Homeless Animal Day is August 20 but the City of Abilene Animal Services, with added support from Rescue the Animals SPCA, is promoting the adoption of homeless animals throughout the month of August.
Until August 31, all animals at the Abilene Animal Shelter can be adopted during the month of August with a $20 discount with the added savings of a $20 spay and neuter rebate from Rescue the Animals. Unsterilized dogs, regularly priced at $80, are available for $40 after the discount and rebate. Unsterilized cats, regularly priced at $70, are now $30 after the discount and rebate. All sterilized animals are now $15 to adopt.
National Homeless Animals Day will be celebrated with a community adoption event at PetsMart Friday, August 19 from noon to 6 p.m., Saturday, August 20 from 10 a.m. to 4 p.m. and Sunday, August 21 from 1 to 4 p.m. Details about the adoption event will follow.

Applications for City University available now
ABILENE, Texas – Applications for City University are now available to citizens of Abilene. Applications are available on the City’s website, www.abilenetx.com under the heading of Hot Items, on the City of Abilene Facebook page or in Room 101 of City Hall located at 555 Walnut St.
City University is a community leadership and involvement program that offers a way for participants to become better informed about City programs and services. Each class learns how to access government and elected officials and explores the value of serving on City boards and commissions. Participants go behind the scenes of City of Abilene facilities, find out how various divisions operate and meet City employees who deliver the services they count on throughout the year.
Classes will take place on the third Thursday of the month from 1:30 to 7 p.m. beginning in September and running through May. Participants are asked to attend 7 of the 9 classes to graduate. Tuition for City University is $50 due on or before September 15.
Over the past six years, City University has had over 200 citizens graduate from the program. Each class is made up of a diverse group of citizens who come from a variety of backgrounds around the city.

Catch the Senior Talent Show premier
ABILENE, Texas – The City of Abilene Senior Citizens Services presents the first annual Senior Talent Show. The event will take place September 3 at the Abilene Civic Center at 2 p.m. People of all ages are invited to attend. Tickets at the door are $5 each for adults, children 3 to 13 are $3 each and children 2 and under are free.
The Senior Talent Show will feature the talents of those 55 years of age and older. Acts could include singing, musical performances, variety acts and dancing. Cash prizes will be awarded to the first, second and third place winners.
Seniors interested in auditioning for the show can fill out an application at the Rose Park Senior Activity Center in Rose Parke located at South 7th St. and Barrow. Applications are due by August 16. Auditions will take place on August 19 at 5 p.m. in the Rose Park Senior Activity Center.

Public Health District offers extended hours for back to school vaccinations
ABILENE, Texas – The Abilene-Taylor County Public Health District is offering back to school vaccinations during extended hours through August 22. Vaccines are available Monday through Friday from 9 a.m. to 4 p.m. No appointment is necessary and walk-ins are welcome. On August 2 vaccinations will be offered during further extended hours from 9 a.m. to 6 p.m.

Dog Bite Prevention program presented at Library
ABILENE, Texas – The City of Abilene Animal Services Division will present a Dog Bite Prevention program to an audience of young children in the auditorium of the main branch of the Abilene Public Library located at 202 Cedar Street on Tuesday, July 26 at 3 p.m.
Representatives from the Animal Services Division will make an interactive presentation using volunteers from the audience and people-friendly dogs to teach kids how to interact with dogs safely.
“Nearly 70 percent of the 3.5 million children bitten by dogs each year in this country are bitten by a familiar dog,” said Animal Services Manager Aaron Vannoy. “Here in Abilene, the majority of dog bites we see have happened to children. Through this program we hope to teach kids some simple and clear tips about how to safely interact with any dog.”
Animal Services has been making this presentation over the summer months to several children’s programs in Abilene: Day Nursery of Abilene, Boys and Girls Clubs, City of Abilene Recreation Centers and now, the Abilene Public Library. The program was made possible through a generous grant from Community Foundation of Abilene and donations from area veterinarians.

Abilene Police Department and Taylor County Sheriff’s Office
seek Justice Assistance Grant
ABILENE, Texas – The Abilene Police Department and the Taylor County Sheriff’s Office are jointly applying for the FY11 Edward Byrne Memorial Justice Awareness Grant Program: Local Solicitation. The grant is for $59,971 which the Police Department and Sheriff’s Office would share equally if awarded the funding.
In the grant application, the Police Department is seeking the following:
- Digital Mobile Video Recorders and Support Equipment – Police would install mobile video recorders (MVR’s) in patrol vehicles replacing outdated MVR’s that are currently being used. The MVR system allows the Abilene Police Department to capture evidence that otherwise would have been lost. Consequently, it has been instrumental in securing numerous convictions. MVR’s are required by state law. The MVR system currently used by the Abilene Police Department is aging and its functionality has diminished. The video quality has decreased and the audio is failing. The funds from this grant will enable six or seven more patrol vehicles to be equipped with this new MVR system. One MVR system includes camera(s), hardware, mounts and voice microphones.

City of Abilene employees award scholarships
ABILENE, Texas – During the City Council meeting on July 14, 2011, Mayor Norm Archibald will present the Employee Scholarship Fund Awards to five students, whose parents are employed by the City of Abilene. The graduating seniors each received a $900 college scholarship which they can use at the college of their choice.
The students, who are winners of the City of Abilene Employee Scholarship Awards for 2011, are:
- Vincent Michael Migliore. Vincent is the son of Carl Migliore, a Patrol Officer in the Abilene Police Department. He graduated from Abilene High School with a 97.8 GPA. Vincent plans on attending the University of Texas at Arlington to pursue a degree in Business.
- Jennifer Elise Delacot. Jennifer is the daughter of Peter Delacot, Firefighter in Tactical Operations. She graduated from Abilene High School with a 91.2 GPA. Jennifer plans on attending Angelo State University to pursue a degree in Medicine.
- Regan Elizabeth Locke. Regan is the daughter of David Locke, Firefighter in Tactical Operations. She graduated from Stamford High School with a 90.0 GPA. Regan plans on attending the Angelo State University to pursue a degree in Nursing.
- Brittany Rae Woods. Brittany is the daughter of Jimmy Woods, Police Officer in the Abilene Police Department. She graduated from Hawley High School with a 98.0 GPA. Brittany plans on attending Tyler Junior College to pursue a degree in Education.
- Karissa Mattea Glenn. Karissa is the daughter of Suzanne Glenn, a Registered Sanitarian in Environmental Health. She graduated from Caddo Parish Magnet High School with a 3.3256 GPA. Karissa plans on attending Northwestern State University of Louisiana in Louisiana and pursue a degree in Nursing.
For the last 20 years, City employees have been contributing money out of their paychecks to help support the dependents of their co-workers with higher education expenses. Graduating high school seniors, who are dependents of City employees, submit an application form. The scholarship applications are then reviewed by a panel of local college counselors and educators.
Since this program was implemented, City employees have contributed over $93,200 and have awarded 96 scholarships to dependents of City employees.

Proposed Fiscal Year 2012 budget unveiled
ABILENE, Texas – Earlier today, City Manager Larry Gilley filed his proposed Fiscal Year 2011-2012 (FY 12) budget with the City Secretary’s Office. The FY 12 proposed General Fund budget is $71,537,560 as compared to the FY 11 original budget of $69,520,410 which is an increase of 2.9 percent. The proposed budget is available online on the City of Abilene website, www.abilenetx.com, under the City Spotlight heading.
Here are highlights of the proposed FY 12 budget:
- City programs and services remain intact
- No furloughs scheduled
- Fees stay the same
- No adjustments to the fee schedule are in the proposed budget.
- Water rates remain static
- Water rates are proposed to remain unchanged.
- Sales tax revenue
Sales tax growth is projected to increase for FY 11 and decrease slightly for FY 12. This decrease is the result of a one-time project in FY 11 that will not be reoccurring in FY 12.
- Tax rate of 69.32 cents
- This proposed tax rate is the same as FY 11. The rate will be allocated between the General Fund and the Debt Service Funds.
The FY 12 general fund expenditures will require a tax rate of 48.37 for the General Fund. The FY 11 rate was 47.58. In addition, 20.95 will be the required for the Debt Service Funds compared to the FY 11 rate of 21.74. The decrease in the debt service rate is due to the refunding of bonds in FY 09, FY 10 and FY 11.
- Three percent salary increase for all employees
The City of Abilene, as an employer, affirms that our City employees are our most important asset. As an objective affirmed by the City Council, we remain committed to being an employer of choice by investing in the development, engagement, compensation and benefits of our employees. Toward that goal, the FY 12 budget as proposed includes an across the board compensation adjustment for all employees of 3% ($715,820 to the general fund) effective March 25, 2012.
The City Council will hold Budget Workshops to review the proposed FY 12 budget at 8:30 a.m. on Wednesday, July 27 and continue on Thursday, July 28 if necessary.
The workshops will air live on Abilene Television Network (ATN), the City’s education and government channel. ATN is available on Suddenlink Cable Channel 7 and broadcast Channel 7 KXN-TV.
The 2012 fiscal year begins October 1, 2011 and ends on September 30, 2012.

City-related closings for July 4th holiday
ABILENE, TEXAS – Most City of Abilene offices and community service centers will be closed on Monday, July 4 in observance of the Independence Day holiday with the exception of first responders providing life safety services from the Fire Department and Police Department.
The Abilene Animal Shelter will be closed July 4. Citizens with an Animal Control emergency may call the Abilene Police Department at 325-673-8331 and an Animal Services Officer will be available to respond. The Animal Shelter will re-open on Tuesday, July 5 at 10:30 a.m. to resume normal business hours.
Solid Waste Services division offices will not be open July 4 but all residential and commercial container collection will run on regular schedules. Abilene Fire Department not expected to assume EMS duties
ABILENE, TX. – After reviewing the EMS Citizen’s Advisory Committee report, the Abilene City Council has chosen not to pursue the transfer of emergency medical services to the Abilene Fire Department at this time.
“We will work to strengthen the existing partnership between the Fire Department and the current EMS provider” said Abilene Fire Chief Ken Dozier. “We will continue to research the committee’s report in order to provide our citizens with the quickest response and highest level of medical attention during an emergency situation.”
As the City continues to review the committee’s report, the following improvements are being considered:
- Implementation of an Emergency Medical Dispatch (EMD) System- This will allow our dispatchers to prioritize emergency calls and dispatch the appropriate type and amount of resources.
- Collection of Patient Refusal Forms by the AFD, thus freeing up a responding ambulance.
- Adjustments to the current License Agreement.
- Detailed reporting and review procedures.
- More consistent methodology for data reporting.
The EMS Citizen’s Advisory Committee was formed to determine the feasibility of the Abilene Fire Department becoming a Level 5 or Level 6 Emergency Medical Service Provider. This would allow the department to provide emergency and non-emergency transfers via ambulances. That report was presented by the committee to the City Council on March 10, 2011.

City celebrates renovations at Johnson Park
ABILENE, TX. – Renovations made to Johnson Park and other Lake Fort Phantom Hill locations will be celebrated with a ribbon cutting ceremony tomorrow, June 24 at 10:30 a.m. The ribbon cutting and presentation will take place at Johnson Park located on the north side of the lake, adjacent to the dam.
Renovations to Johnson Park include the addition of a disc golf course, playground, volleyball court, revitalized pavilions and restroom facilities. These improvements were made possible by the 2006 Bond Election with matching grants from the Texas Parks and Wildlife Department. Other Lake Fort Phantom Hill bond election projects include improvements made to the existing public boat ramp and to Sea Bee Park on the south side of the lake.

Texas Council on Cardiovascular Disease and Stroke recognizes Abilene
ABILENE, TEXAS- The Texas Council on Cardiovascular Disease and Stroke recently awarded Abilene a Gold recognition level for the 2010 Heart and Stroke Healthy City Assessment. The Council’s Texas Heart and Stroke Healthy City Recognition Program honors cities that advance recognized best practices for preventing and controlling heart disease and stroke.
The program helps bring into focus cities that raise the bar in cardiovascular health. The recognized cities were found to be best prepared, based on an assessment of recognized best practices in policies and environmental changes. The Council encourages greater participation in existing programs and development of new initiatives for the prevention and treatment of cardiovascular disease and stroke.
Ten indicators are used to determine recognition as a Heart and Stroke Healthy City. Environmental indicators include offering physical activity areas, healthy eating options, defibrillators and CPR classes in the community. Policy indicators include smoke-free ordinances, an EMS system with priority response times to 911 calls for heart attacks or strokes and recognized guidelines for the care and treatment of heart attack and stroke in hospitals.
Dr. Michael M. Hawkins, M.D., council member of the Texas Council on Cardiovascular Disease and Stroke, will present an award to community partners in honor of the Gold recognition level. The presentation will take place at the upcoming City Council meeting, Thursday, June 23 at 8:30 a.m. at City Hall located at 555 Walnut St.

Street rehabilitation scheduled for two Abilene intersections
ABILENE, TEXAS. – Scheduled street rehabilitations will begin tomorrow, June 22 at two Abilene intersections. The intersections are located at South 7th St. and Sayles Blvd. and Rebecca Ln. and Catclaw Dr.
As crews work at each location, each street of the intersection will be reduced from two lanes to one flowing in each direction. Along with the street rehabilitation, a sidewalk will also be constructed along the north side of Rebecca Ln. from Bruce St. to Buffalo Gap Rd.
Work at both intersections is expected to take one month to complete.

Sign up for Safety City’s Summer Safety Camp
ABILENE, TX. – It’s time to sign up for Safety City’s Summer Safety Camp. The camp, located at Safety City with excursions around Abilene, will take place Monday, August 8 to Thursday, August 11 from 9 a.m. to noon.
Summer Safety Camp will offer activities and lessons about various safety topics in a hands-on learning environment. Each day will feature a special guest and topics such as water, bicycle and bus safety, sports and fitness safety, fire safety and making good choices.
Registration is taking place now through Friday, July 22. The camp is open to students entering the 2nd through 4th grade in the coming school year. Cost is $40 per person which includes a T-shirt if registered by the July 22 deadline.

Bring your teddy bear to the zoo for free admission
ABILENE, Texas – The Abilene Zoo will host its first annual Teddy Bear Day this Saturday, June 11. Children 3 – 12 years of age will be admitted free of charge when they bring their teddy bear with them to the zoo. Zoo guests will be able to participate in a variety of bear themed activities between 10:30 a.m. & 2:30 p.m. A special keeper talk will be hosted by the zoo’s bear keeper at 11:00 a.m. at the bear exhibit. Teddy bears in need of minor repairs will be mended at the teddy bear clinic and will be given a health certificate courtesy of the West Texas Chapter of the American Association of Zoo Keepers.

Animal Services celebrates Adopt-A-Cat Month with discounted cat adoptions
ABILENE, Texas – Abilene Animal Shelter is celebrating the American Humane Association’s national Adopt-A-Cat Month by offering a $10 discount on cat and kitten adoptions beginning today, June 8 through July 3. During this time, the cost of adopting an unaltered cat is $60 and a spayed/neutered cat is $25. Prices are usually $70 for an unaltered cat and $35 for a spayed/neutered cat.
“During the spring and summer months, we see an increase of kittens and cats in animal shelters,” said Animal Services Manager Aaron Vannoy. “We would love for everyone to visit the Abilene Animal Shelter and meet all the great cats we have here. You might just find a new four-legged friend.”
Fees include the cost of adoption, City license, rabies vaccination and spay/neuter procedure when necessary.
The shelter, located at 925 South 25th Street, is open 10:30 a.m. to 6 p.m. Monday through Friday, 10 a.m. to 2 p.m. on Saturday, and is closed Sunday and all major holidays.

Girls League added to Late Night basketball program
ABILENE, TX. – For the first time, both a Boys League and Girls League will be offered by the Late Night basketball program. Late Night is held at the City of Abilene’s G.V. Daniels Recreation Center.
The program begins June 14 and runs through July 28 on Tuesday and Thursday nights for participants 15 to 19 years old. Games will take place from 6 to 9 p.m.
Eight teams, four boy teams and four girl teams, will be formed to play three games a night headed up by 12 coaches and mentors. Each night will feature not only basketball but a variety of speakers touching on topics like drugs, relationships, violence, consequences of choices and goals.
Late Night is free for everyone. Those interested can sign up the first night of the program Tuesday, June 14 at 6 p.m. G.V Daniels Recreation Center is located at 541 North 8th St.

New water restrictions in effect Monday, June 6
ABILENE, Texas – Starting Monday, June 6, outdoor lawn watering in the City of Abilene and its wholesale water customers is limited to two days per week. The announcement, made by Mayor Norm Archibald, will serve to heighten the City’s water conservation measures.
“Due to a dry, hot summer, our reservoir levels continue to decline,” said Mayor Norm Archibald. “Conditions are appropriate to change our water conservation efforts to a two day per week watering schedule. Until we receive more rain, citizens can help by conserving water whenever possible.”
Watering is permitted midnight until 10 a.m. and 6 p.m. until midnight on a customer’s designated watering day. The customer’s watering day is determined by the last digit of their property’s address.
Designated Watering Days:
Thursday, Sunday Odd numbered addresses
Tuesday, Saturday Even numbered addresses
Monday, Friday Industrial, commercial, government customers,
public and private schools and universities
The two day per week outside lawn watering schedule will stay in effect until further notice.
Year round water restrictions with a three day per week watering schedule became effective June 17, 2010. According to the City of Abilene’s water conservation plan, the Mayor may call for two day per week watering when the Lake Fort Phantom Reservoir level is between five and ten feet below the spillway. Currently, levels at Lake Fort Phantom are approximately 5.5 ft. below the spillway.

ABILENE, TX. – This Saturday, June 4, the 4th Annual Mayor’s Hike will begin at 8 a.m. The hike will take place at Lake Abilene located west of Buffalo Gap. This is a FREE, family friendly event that is open to the public. No pre-registration is needed. The hike is expected to last about 2 ½ hours and leashed dogs are welcome to join.

Most City offices closed for Memorial Day
ABILENE, Texas – Most City of Abilene offices and community service centers will be closed Monday, May 30, 2011 in observance of Memorial Day.
The Abilene Animal Shelter will be closed on May 30 but will be open on Saturday, May 28 from 10 am to 2 pm. Citizens with animal-related emergencies should call the Abilene Police Department at 673-8331 and the animal control officer on duty will be dispatched to handle the call. The shelter will resume normal hours on Tuesday, May 31 with field calls will being answered beginning at 9 am and the shelter open from 10:30 am to 6 pm.
The Solid Waste Services Division will provide all scheduled residential and commercial container collection on Memorial Day. There will be no brush or bulky collection on Monday. That collection will resume on Tuesday, May 31. The Environmental Recycling Center (ERC) will be open normal hours Saturday, May 28 and Sunday, May 29. The ERC will be closed Monday.
The Municipal Court will also be closed Memorial Day. All citations due May 30 will be due May 31.
CityLink Transit will not run on Monday. Other holiday closings include City Hall, the Water Office, Health Division, all Abilene Public Library locations, Abilene Civic Center, the Development Corporation of Abilene, the Airport Administration Office and City Recreation and Senior Citizen centers.
However, the Water Service Center on 701 E. Highway 80 will be open May 30 from 8 am to 4 pm to accept delinquent payments, to continue water services and to set up services for new customers. The Water Emergency Repair Service’s hotline, 676-6000, is also available 24 hours a day to report water and sewer problems.
The Abilene Zoo is open regular hours from 9 am to 5 pm on Memorial Day.

Abilene Zoo unveils Safari Express train, bird garden this weekend
ABILENE, TX. - Beginning Saturday, May 28, zoo guests can hop aboard the newest attraction at the Abilene Zoo: the Safari Express. The train was custom-made in Granby, Quebec for the zoo. It features rubber tires, an engine, coal car, two passenger cars and a caboose. Up to 20 passengers can enjoy an 8 minute ride past animals like the flamingos, jaguar, giraffes and ocelots.
“We’re thrilled that we can offer our guests a fun and different experience,” said Zoo Director Bill Gersonde.
The zoo rented a similar train over spring break that was a big hit with visitors. Noting this success, the Abilene Zoological Society Board of Directors approved funding to purchase a new train. The Safari Express will be dedicated officially upon completion of the train depot.
The train will run daily, weather permitting, from 10 am to 3:30 pm. Train rides are $2 per person. Children 2 years old and younger are free. Ride tokens can be purchased at the zoo admissions window or in the gift shop. Passengers will board the train at the zoo plaza.
Also featured this weekend is the zoo’s new bird garden located just west of Elm Creek Backyard. Thanks to the hard work of dedicated zoo staff and volunteers, some of the zoo’s birds have new exhibits to call home. Road runners, burrowing, screech and great horned owls along with the endangered Attwater’s prairie chicken were relocated from old exhibits and back holding areas to the new bird garden.
“These new exhibits showcase some of our native bird species in naturalistic exhibits that were all created in house,” said Gersonde.

City’s budget presentation receives award
ABILENE, TX. – The Government Finance Officers Association of the United States and Canada (GFOA) has announced that the City of Abilene has received the Distinguished Budget Presentation Award for its Fiscal Year 2011 budget. This is the 25th year that the City of Abilene has received this award.
The award represents a significant achievement that reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines were used to assess how well the City of Abilene’s budget served as:
- A policy document
- A financial plan
- An operation guide
- A communications device
The Government Finance Officers Association is a nonprofit association serving over 17,600 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

Zoolute to Dyess: free day at Zoo for military families
ABILENE, TX. – Zoolute to Dyess kicks off Saturday, May 21 offering a day filled with special entertainment at the Abilene Zoo for military families. Abilene rates high in Public Protection Classification
ABILENE, TX. – After an analysis of the structure fire suppression delivery system, the City of Abilene has been notified that our Public Protection Classification (PPC) from the Insurance Services Office, Inc. (ISO) will be moving from a Class 3 to a Class 2 community effective October 1, 2011. Cities analyzed by the ISO are classified on a scale of 10 to 1 with Class 1 representing exemplary fire protection.
ISO is the leading supplier of statistical information used by the insurance industry to calculate the cost of property insurance. Cities with a better Public Protection Classification (PPC) are likely to receive lower insurance prices because of the community’s public fire protection services.
PPC is awarded by evaluating a city’s:
- Fire alarm and communication system- centers on facilities and support for handling and dispatching fire alarms
- Fire Department- focuses on factors including engine companies, ladder or service companies, number and distribution of fire stations, equipment, pumping capacity and training
- Water supply system- highlights water supply for fire suppression, hydrant specifications and hydrant inspections
Only 0.8% of cities across the country received a PPC of one or two after being analyzed by ISO.
“The Abilene Fire Department is proud to provide a high level of fire protection to the citizens of Abilene,” said City of Abilene Fire Chief Ken Dozier. “This analysis of our city’s fire protection services is validation that we are able to do our most important job: serve and protect our city.”

City’s Animal Services begins Dog Bite Prevention program
ABILENE, TX. – The City of Abilene Animal Services is beginning a Dog Bite Prevention program targeted at children 5 to 13 years of age. The program will stress preventing dog bites by teaching kids to respect an animal’s space when coming into contact with a dog that is familiar or unfamiliar to them.
The Dog Bite Prevention Program will be offered throughout the summer through the city’s children recreation programs, Abilene Public Library, Day Nursery of Abilene and Boys and Girls Club of Abilene. The program includes coloring books, handouts provided in English and Spanish, video and a hands on demonstration led by employees of Animal Services.
“Children are bitten 3.5 million times a year in this country,” said Aaron Vannoy, City of Abilene Animal Services Manager. “And nearly 70 percent of the time it’s a dog that’s familiar to them. We want to teach children in a clear, simple way how to respect an animal’s space and therefore prevent bites.”
On Thursday, May 12, a proclamation will be made during the Abilene City Council meeting naming May 15 to May 21 Bite Prevention Week. The meeting will begin at 8:30 a.m. located in City Council Chambers at City Hall, 555 Walnut St.

City offers free CFL light bulbs to citizens
ABILENE, TX.- The City of Abilene is offering a free 4-pack of Compact Florescent Light Bulbs (CFL Bulbs) to all citizens. One 4-pack per person is available. This offer was made possible through the federally funded Energy Efficiency and Conservation Block Grant Program.
Reasons to pick up your pack of CFL Bulbs:
CFL Bulbs can save more than $40 in electricity costs over its lifetime.
They use about 75% less energy than standard incandescent bulbs and last up to 10 times longer.
It produces about 75% less heat so it’s safer to operate and can cut energy costs associated with home cooling.
Citizens can pick up their free 4-pack of CFL Bulbs at the Planning and Zoning Office in City Hall, Room 110 located at 555 Walnut St. Quantities are limited and CFL Bulbs will be given on a first come first serve basis.
Because they contain small traces of mercury, CFL Bulbs should not be discarded in the traditional way. Lowe’s and Home Depot accept old CFL Bulbs for recycling.

Diversity Garden dedication Saturday
ABILENE, TX. – Saturday, May 7, the Diversity Garden Committee will host a Dedication Day for the newly planted Diversity Garden at the Abilene Zoo. The ceremony will take place at 2 p.m. under the covered pavilion inside the zoo.
The Diversity Garden Committee established the garden by planting a variety of flowers and plants during a work day Saturday, April 30. The garden features a large natural stone provided by the zoo, memorial benches and a peace pole with the message “May Peace Prevail on Earth” in four languages. Various donors have contributed gifts to make this project possible. The garden will be maintained by the staff of the Abilene Zoo.

Councilman Spano selected to attend National Security Forum
ABILENE, TX. – Councilman Joe Spano has received and accepted a personal invitation from the Secretary of the Air Force to attend the 58th Annual National Security Forum (NSF) at the Air War College, Maxwell Air Force Base, Ala. The purpose of NSF is to expose influential citizens to senior U.S. and international officers and civilian equivalents in order to engage each other’s ideas and perspectives on Air Force, national and international security issues.
During the week of May 16 to 20, approximately 120 civilian leaders in business, education and government from all over the U.S. will meet with senior military leaders to explore current and future national security issues facing our nation. The NSF provides a great opportunity for an open and candid exchange of ideas among these guests, senior military and civilian leaders and our Air War College students. Councilman Spano will attend lectures, meet in seminars for in-depth discussions and participate in several social events.
The Air War College is the senior professional development school in the Air Force officer education system as a part of Air University. It educates selected senior officers to lead at the strategic level in the employment of air and space forces. The curriculum focuses on coalition warfighting and national security issues, with emphasis on the effective employment of aerospace forces in joint and combined combat operations.
Air University is a major component of Air Education and Training Command and the intellectual and leadership center of the Air Force. Air University’s eight colleges and schools provide the full spectrum of Air Force education, from pre-commissioning to the highest levels of professional military education, including degree granting and professional continuing education for officers, enlisted and civilian personnel throughout their careers.

Abilene Planning uses QR codes to inform public
ABILENE, TX. - The City of Abilene’s Planning Division is now using a new method to make it easier for the public to access information about proposed projects by using their smart phones. It's called a quick response code, or QR code for short. A QR code is a square pattern of black and white boxes that act much like a bar code. A QR code can be used by downloading free application software or “apps” to an individual’s smart phone. After the application is downloaded, the smart phone is able to scan the QR code. The code can link to a website, phone number, video and more.
The city recently posted its first QR codes on zoning notification signs at 902 Sayles Blvd., 5400 Buffalo Gap Rd. and along Pine St. between N 16th and N 17th St. These properties are under consideration for re-zoning. The QR code is located in the upper corner of the notification sign. Users simply point their smart phone camera at the code to scan it using free application software. The code will be scanned and directed to a City web site. Users can then scroll through agenda packets prepared by City Planning Staff to find the zoning case they are interested in.
The system allows citizens the ability to get the same information available to Planning and Zoning Commissioners directly without coming to City Hall or filling out an information request. Planning officials see a great potential for wider use of the codes in future.
QR codes will be an added feature and will not replace typical notifications such as signs, newspaper and letter notifications.
“Our hope is that these codes will help citizens get more information, faster and at a lower cost to increase transparency and involvement,” said Assistant Director of Planning and Development Services Ed McRoy.

ABILENE, TX. – The 43rd Annual Central West Texas Regional Water School held the “Best Tasting Water Contest” Tuesday, May 3 at the Abilene Civic Center. Below are the results of the contest:

Contestants had to be public water systems that treat the drinking water themselves and have at least one representative who is a member of TWUA.

Living Well/Health Fitness Jamboree
ABILENE, TX. – Thursday, May 19 the Rose Park Senior Activity Center will host a Living Well/Health and Fitness Jamboree. Activities begin at 8:30 a.m. and last until 1:30 p.m. The Jamboree is a day of fun activities to promote the importance of overall health and fitness for senior citizens. The event is free and adults of all ages are invited to attend.
The day will boast activities including western dancing, cooking demonstrations and fitness activities. Guests can also visit over 30 exhibitor booths, speakers and demonstrations focusing on overall health and wellness.
Carry-out box lunches are available to take home or eat while attending the Jamboree. Tickets for the box lunches are $5 each for those under the age of 60 and available by donations of any amount for those over 60. Tickets are available now through May 11 at Rose Park Senior Activity Center.

ABILENE, TX. – Saturday, April 30, the Diversity Garden Committee will hold a work day at the Abilene Zoo to establish a Diversity Garden in an undeveloped area of the zoo. Workers will begin planting a variety of flowers and plants at 9:30 a.m. and then have free time to explore the zoo.
The Diversity Garden Committee is a grassroots group that embraces diversity. The committee is made up of approximately 100 diverse youth and youth leaders in Abilene. Among the youth groups participating are: Carver Youth and I Can Neighborhood Youth, Abilene Youth Advisory Council, Mount Zion Baptist Church, Aldersgate United Methodist Church, New Light Baptist Church, Community Connections from Abilene High School, ACU Upward Bound, City of Abilene- Carver Youth Council and Educational Talent Search.
The garden will feature a large natural stone provided by the zoo, memorial benches and a peace pole with the message “May Peace Prevail on Earth” in four languages. Various donors have contributed gifts to make this project possible. This permanent garden will be maintained by the staff of the Abilene Zoo.

Some Rose Park facilities to close early
ABILENE, TX. – On Wednesday, April 27, Rose Park Senior Activity Building and Adaptive Recreation will close at 1 p.m. due to repairs being made on a water valve. Rose Park Recreation programs and Rose Tennis Center will be held as originally scheduled.
Participants of the affected programs have been notified of the change on Wednesday the 27th.
All programs at Rose Park will return to their regular schedules on Thursday, April 28.

MPO names new executive director
ABILENE, TX. – The Abilene Metropolitan Planning Organization named E’Lisa Smetana the new Executive Director April 18. Previously, Smetana was the Transportation Planning Coordinator for the City of San Angelo and Director of the San Angelo Metropolitan Planning Organization from February 2001 to April 2011.
“We are so excited to announce that E’Lisa Smetana is the new executive director of the Abilene MPO,” said Mayor of Abilene Norm Archibald. “She brings with her a wealth of knowledge and experience. She will be a wonderful addition to Abilene and the surrounding communities.”
The Metropolitan Planning Organization (MPO) includes federal, state and local agencies that work together to avoid conflicting plans, duplicating projects or funding conflicts between transportation priorities in the organization’s area.
The Abilene MPO is the transportation planning body for the cities of Abilene, Tye and Impact as well as the communities of Caps, Elmdale, Hamby and Potosi along with some adjacent rural areas. The Abilene MPO is made up of a Transportation Policy Board, Technical Advisory Committee and the MPO staff.
Smetana will be introduced at the upcoming Abilene City Council meeting April 28 at 8:30 a.m. at City Hall located at 555 Walnut St.

Free childhood immunizations offered at Immunization Carnival
ABILENE, TX. – Big Country Immunization Coalition (BCIC) is offering free childhood immunizations at an Immunization Carnival April 30 from 11 a.m. to 3 p.m. at the Abilene Zoo. Immunizations are available for children 0 to 18 years of age.
Children’s activities and prizes will take place at Nelson Park located between the Zoo and Fort Imagination. Immunizations will be given in the Zoo’s classroom.
The Immunization Carnival is being held in recognition of National Infant Immunization Week and Vaccination Week in the Americas.
“Parents have a valuable opportunity,” said Kay Durilla, Nursing Program Manager at the Abilene-Taylor County Public Health District. “They can protect their children against vaccine preventable diseases and give them a sound basis for a lifetime of good health.”

Mayor's 5K Run/Walk/Wheel kicks off tomorrow
ABILENE, Texas – The 2011 Mayor’s 5K Run/Walk/Wheel and one-mile Family Fun Run kicks off tomorrow. The 5K race will begin at the Abilene Civic Center at 8 a.m.
The Mayor’s 5K Run/Walk/Wheel will take participants through a downtown Abilene course that begins and ends at the Abilene Civic Center. The 5K will be chip timed. Registration fees for the 5K Run/Walk/Wheel are $25 for adults, $15 for children ages 10 through 18, free for ages 9 and below, and $60 for a family up to four. Participation in the one-mile Family Fun Run is free.
Participants can still register at the Civic Center today until 6 p.m. and Saturday morning beginning at 7 a.m. Pre-registered participants can pick up their race packets at the Civic Center today until 6 p.m. or tomorrow before the race. All proceeds from the Mayor’s 5K Run/Walk/Wheel will benefit the Mayor’s Council on Physical Fitness.

Abilene Zoo celebrates Earth Day Saturday
ABILENE, TX. - Celebrate Earth Day at the Abilene Zoo this Saturday, April 16. The day will feature earth friendly activities, animal and conservation information, keeper talks and more. Earth Day activities are free with regular zoo admission and will be available from10 a.m. to 2 p.m.
“This is a great opportunity for our guests to see what the Abilene Zoo is doing and what they personally can do to help conserve nature and natural resources,” said Zoo Director Bill Gersonde.
In honor of Earth Day, many of the zoo’s animals will get special gifts. Zoo staff will distribute a variety of enrichment items that were donated from the Zoo’s Giving Tree this past holiday season.

Public water systems compete in Best Tasting Water Contest
ABILENE, TX. – The 43rd Annual Central West Texas Regional Water School will hold the “Best Tasting Water Contest” at 9 a.m. on Tuesday, May 3 in the foyer of the Abilene Civic Center located at 1100 N. Sixth St.
Those judging water entries are members of Texas Water Utilities Association (TWUA) in good standing. They will look for specific taste qualities when determining the award winners. Categories for the contest are:
Best Ground Water, population greater than 10,000
Best Ground Water, population less than 10,000
Best Surface Water, population greater than 10,000
Best Surface Water, population less than 10,000
Best Overall Tasting Water
Contest winners will be announced during the Central West Texas Regional Water School luncheon at noon on Wednesday, May 4 in the Abilene Civic Center exhibit hall.
Public water systems are encouraged to enter their water in the contest by Wednesday, April 27. Contestants must be public water systems that treat the drinking water themselves and have at least one representative who is a member of TWUA.

City manager Gilley honored with lifetime achievement award
ABILENE, TX. – Abilene City Manager Larry D. Gilley will receive a lifetime achievement award from the Texas City Management Association during a luncheon June 10 at the annual TCMA Conference in Frisco, Texas. Recipients of this award are nominated by TCMA members and chosen by the TCMA Board of Directors which is made up of municipal administrators from across the state.
"Larry Gilley has been an outstanding city manager since coming to Abilene in June 2002,” said Mayor Norm Archibald. “He is an excellent leader and has continually demonstrated commitment to a field that directly impacts the lives of citizens.”
The TCMA Lifetime Achievement award recognizes a city management professional who has made significant contributions to the field of local government management for more than ten years.
Gilley began his career in municipal government as City Manager in Bovina, Texas and later served as City Manager of Panhandle, Texas. He was appointed Assistant City Manager in San Marcos, Texas in 1987 and was later appointed City Manager there in September of 1988. Gilley was appointed City Manger of Abilene in June 2002.
Actively involved in state-wide municipalities, Gilley served as president of the TCMA in 2003. He has also served on the TCMA Board of Directors from 1997 to1999, Professional Development, Ethics and Nominating committees. In addition, he has served as a mentor through TCMA and served on TCMA’s Legacy Leaders Task Force, which serves to recognize and honor the historical contributions of Texas city managers to the profession.
“Wherever he has served as city manager, Mr. Gilley has made long-lasting improvements for the municipality, upheld high ethical standards and positively impacted the employees themselves,” said Assistant City Manager David A. Vela. “Mr. Gilley is committed to excellence and reflects this commitment to public service in all that he does. It is a pleasure to work for him.”

Senior citizen vounteers save the city thousands
ABILENE, TX- In 2010, senior citizens volunteered 21,739 hours at city recreation centers. Those hours, based on minimum wage, add up to $157,605 in savings for the city of Abilene.
“We are able to offer a wide variety of activities because of our volunteers,” said Anita Vigil, Program Supervisor for Senior Citizens and Recreation. “Their assistance allows us to focus our budget on quality programs for our seniors.”
Volunteers participate in a number of jobs such as serving food in lunch lines, carrying meals to handicapped and homebound seniors, setting up lunch tables and working at the Country Store located in the Rose Park Senior Center. Seniors even instruct or assist with weekly activities like Bingo, Bunco, gospel signing and exercise classes.
“We provide the infrastructure and our seniors make these programs come alive by participating and volunteering their time,” said Recreation Administrator Lesli Andrews.
April is Volunteer Appreciation Month and each center has scheduled a day during the month to celebrate and recognize their seniors who volunteered in 2010. Volunteers of Rose Park Senior Activity Center will be honored for their service Wednesday, April 13 at the center located at 2625 South 7th. Festivities begin with a reception at 1:30 p.m. followed by an address from Mayor Norm Archibald.

Animal Services offer free flea and tick dips for dogs
ABILENE, TX. – Beginning Wednesday, April 13, City of Abilene Animal Services will offer free flea and tick dips for dogs. Dips are available each Wednesday between 2:30 p.m. and 4 p.m. through September 7. This service is for dogs over 6 months of age.
“Most tick-borne diseases can be fatal unless diagnosed in time and treated aggressively,” said Animal Services Manager Aaron Vannoy. “Now is a good time for dog owners to take action and we’re helping them do that at no cost.”
The flea and tick dips are designed to kill any ticks and fleas on the pet at the time of the dip. Pet owners need to treat pet beds, blankets, yards and dog houses to prevent pest problems as well as contact their local veterinarian for long term flea and tick prevention.
Animal Services attendants will be available to assist with the dips. Dog owners are asked to come through the facility’s east gate and contact an employee for assistance.

Mayor and City Council cut costs with iPads
ABILENE, TX. – In April, Mayor Norm Archibald and City Council members were issued iPads to use as they perform their civic duties. Prior to the $3,703 purchase, a cost savings analysis was performed in order to review the viability of the iPads.
City Secretary Danette Dunlap analyzed the cost associated with assembling City Council packets for each council meeting which take place twice a month. After accounting for printing, materials cost and personnel required to put the necessary notebooks together, Dunlap realized that the paperless iPads would soon be saving the city money.
“After compiling the numbers, we realized that we spent an estimated amount of $2,962 a year assembling City Council packets alone,” said Dunlap. “That does not include other notebooks the Mayor and City Council members receive during the year like Budget, Capitol Improvement Plans, Water and board appointments.”
iPads have an average lifespan of three years. Over those next three years, the city will save approximately $5,183 on City Council packets alone. Plans have already been made to provide future information to Council Members and the Mayor electronically through the iPads.

West Texas' Largest Adoption Event exceeds goal
ABILENE, TX. – One hundred and twenty-eight animals were adopted during the West Texas’ Largest Adoption Event. The event, sponsored by PetsMart, took place April 5 and 6 with the goal of having 100 animals adopted.
It was truly a West Texas affair with Eastland Texas Animal Control, Stamford Texas Animal Control, Pawed Squad, Coleman County Humane Society, Rescue the Animals SPCA and City of Abilene Animal Services participating in the event.
“It was a great event and we are thrilled that 128 animals found homes,” said Aaron Vannoy City of Abilene Animal Services Manager. “We want to remind everyone that wonderful pets can be found by visiting area animal shelters.”

Spring Clean and Tire Amnesty Days begin today
ABILENE, Texas – Clear out unwanted items from your property and recycle them during the Spring Clean and Tire Amnesty Days. During this annual event, citizens have a chance to spruce up their homes and properties while conveniently dropping off their cast-off items at the City of Abilene’s Environmental Recycling Center (ERC) located at 2209 Oak Street.
The event begins today and runs through Saturday, April 9. Hours of operation are from 9 a.m. to 4:30 p.m. Due to safety concerns, Oak Street will turn into a one way street with vehicles entering from South 25th Street, on Saturday, April 9.
Typically, the ERC is a drop-off point for citizens to bring almost any type of recyclable materials including plastics, glass and cardboard to bulkier items such as outdated electronics, furniture and old appliances. However, certain items such as large-scale remodeling project materials will not be accepted. While most items may be dropped off free of charge, citizens will be asked to off-load their own items.
At this year’s Spring Clean, citizens may bring up to eight passenger tires without rims, free of charge with proof of residency (current water bill). However, truck tires without rims are $6 per tire and with rims $8 per tire. Ag tires will be accepted without rims only for a $35 per tire service fee. No commercial or business tires will be accepted.

Pine Street construction expands
ABILENE, TX. – Beginning this week, road construction on Pine Street will expand to the north as crews begin milling the road from the intersection at Ambler Street south to the intersection at North 5th Street.
Pine Street will continue to be limited to two lanes of traffic during this phase of construction; one traveling north and the other traveling south.
Work crews are milling or crushing up the existing road in order to eventually repave the street. Intersections may be temporarily closed in the east-west direction from Pine Street to allow the construction work to be completed.
“We appreciate the patience and cooperation we have received from our citizens and ask that they continue to follow work zone traffic control signs and devices,” said City Engineer Chad Carter. “We know that this project will improve vehicle and pedestrian safety as well as enhancing the thoroughfare.”
The Pine Street construction was paid for by the 2006 bond election and is scheduled to continue until late summer 2011.

Abilene Animal Shelter has record breaking adoption month
ABILENE, TX. – The Abilene Animal Shelter had record breaking number of animal adoptions this past March. Animal Services set an adoption goal of 150 adoptions but at the end of the month, 300 animals had found homes.
The shelter had 133 dogs and puppies adopted along with 25 cats and kittens. Adding to the number were 65 animals that were transferred to other animal adoption agencies. The Abilene Animal Shelter also reunited 73 pets with their owners. Even two mules, a guinea and a rabbit were adopted making the grand total of animal adoptions in March 300.
The frenzy of animal adoptions was party due to the March Madness Adoption Event where animals were available at special discounted rates. Discounts were provided by the City of Abilene along with a rebate provided through a partnership with Rescue the Animals SPCA.
“We are thrilled that 300 animals from the Abilene Animal Shelter found homes in March,” said Aaron Vannoy, Animal Services Manager. “But we still have animals here that would make wonderful pets.”
The Abilene Animal Shelter will participate in the PetsMart Charities adoption event Tuesday, April 4 in the PetsMart parking lot on Catclaw Drive. The goal is to have 100 animals adopted in 48 hours while providing music and entertainment for everyone.

Abilene participates in World Autism Awareness Day
ABILENE, TX. – The city of Abilene is taking part in World Autism Awareness Day by turning the lights of the Abilene Civic Center blue this weekend. This is part of the Light It Up Blue movement started by the organization Autism Speaks.
On the evening of April 1 and 2, 2011, prominent structures across North America and the world will turn their lights blue in efforts to raise awareness for autism and commemorate World Autism Awareness Day which is Saturday, April 2.
Well known structures that will bask in the blue light include the Empire State Building and Rockefeller Center in New York City, Sydney Opera House in Sydney, Australia and the CN Tower in Toronto, Canada.
“As a parent of an autistic child, I know that it is increasing 10 to 17 percent each year, with 1 in every 110 children being diagnosed,” said David A. Vela, Assistant City Manager. “Many children in Abilene and the surrounding areas could be helped to reach their greatest potential with accurate, early diagnosis and appropriate intervention.”
The Civic Center will be lit with blue lights the evenings of Friday, April 1 and Saturday, April 2.

City of Abilene Employee Enrichment Conference
ABILENE, TX. – The City of Abilene will hold it’s Employee Enrichment Conference Thursday, March 31 from 7:45 a.m. to 4:30 p.m. at the Abilene Civic Center. The event will feature keynote speakers as well as specialized enrichment classes. Approximately 120 employees from departments across the city organization have been selected to attend the conference. Additionally, all city employees are invited to attend a vendor sponsored exposition during the lunch hour to promote individual development.
The event will focus on the “City Family” and how each employee is an integral part of the city’s programs and services to the community.
“One goal of this conference is to show our employees that they are part of a great network,” said Ronnie Kidd, Managing Director for Administration. “We are a large family tree working together while serving the citizens of Abilene.”
The City of Abilene employees over 1,100 people encompassing a wide range of occupations: from fire fighters and police officers to zoo keepers to street and solid waste crews.

Zoo's flamingo flock doubles in size
ABILENE, TX. - The flock of Caribbean flamingos at the Abilene Zoo has doubled in size. Twelve new birds joined the zoo's flock of eleven birds this week. The six males and six females were hatched at the Gladys Porter Zoo in Brownsville Texas and transported to the Abilene Zoo last month. After a 30 day quarantine period, the new birds were introduced to their new flock.
"We're so excited that we are able to increase the size of our flock" said Zoo Director Bill Gersonde. "Flamingos are very gregarious birds and do better in larger flocks"
.
Zoo visitors will be able to pick out the new birds. They still sport their juvenile plumage of whites, browns and light pinks. The new birds hatched in 2009 and 2010 and haven’t yet reached adulthood. Caribbean flamingos become bright pink color around two to three years of age.
"We're hoping that by adding more flamingos to the group we'll stimulate breeding and hopefully in the next few years produce some flamingo chicks," said Gersonde.
The flamingos are on exhibit in the Wetlands of the Americas. According to Gersonde, the large natural exhibit could easily hold up to 40 flamingos, a number that he hopes to achieve through the zoo’s breeding program.

Ladies Volleyball Night at Rose Park Rec Center
ABILENE, TX. – Rose Park Recreation Center announces a new activity for volleyball enthusiasts. The center will now host Ladies Volleyball Night for women middle school age and older. The gym will be open for volleyball activity from 7-9 p.m. every Thursday.

Mayor Archibald to recognize local fitness leader
ABILENE, Texas – Mayor Norm Archibald will recognize local fitness advocate Chris Kyker for her commitment to physical fitness in Abilene, Texas at the March 24, 2011 City Council meeting.
“Mrs. Kyker has played a pivotal role in promoting life-long fitness at the state and local level. She is literally a "mover and shaker" as a health promoter through physical activity,” said Dennis O’Connell, Chairman of the Mayor’s Council on Physical Fitness. “She is an exemplary volunteer and we are blessed to have experienced the benefits of her dedicated service to Abilene.”
Kyker boasts a range of talents and experience including being the recipient of the Governor’s Lifetime Achievement Award by Governor Rick Perry for her years of advocacy in the Silver-Haired Legislature. She has also volunteered for 32 community agencies, been named Outstanding Alumnus of the Year by Abilene Christian University and is also the founding executive director of the Texas Department of Aging.

Steam-N-Wheel Bike Race and Fun Ride
ABILENE, TX - The City of Abilene’s Recreation Division and the Abilene Bicycling Club will sponsor the 19th annual Steam-N-Wheels Bike Race and Fun Ride Saturday, March 26, 10 a.m. The 2011 Race will be dedicated in memory of Susan Gerred.
Entry is $30 and forms are now being accepted from 8 a.m. to 5 p.m. at the Community Services office located at 633 Walnut Street. Entries will also be accepted the day of the event from 8 to 9:45 a.m. at the Abilene Zoo Adventure Center entrance in Nelson Park. The first 200 entries receive a free T-shirt.
The event will begin and end at Nelson Park. Three distances will be available to choose from. The event offers a 48 mile race/tour course along with 32 mile and 21 mile fun ride courses. Helmets will be required for all participants.
The event is open to all ages and participants may race for awards or ride for fun. Awards will be presented to the first three places in each age division for the 48 mile race.

Mayor asks citizens don't text and drive
ABILENE, TX. – Mayor Norm Archibald is joining mayors across the nation in declaring March 21 Don’t Text and Drive Day. This day was set aside by the Remember Alex Brown or RAB Foundation. Alex Brown was a 17 year old from Wellman, Texas. In November of 2009, Brown was texting and driving on her way to school when she lost control of her vehicle and died from injuries sustained in the crash.
“It is my hope that all drivers in and around Abilene both young and old will make the pledge to not text and drive,” said Archibald.

New home for Zoo’s prairie dogs unveiled Friday
ABILENE, TX. - The colony of prairie dogs at the Abilene Zoo have moved into a new home. Thanks to a generous donation and the efforts of zoo employees the new exhibit, previously known as the turtle pool, has been transformed into the new prairie dog habitat.
“The staff did a great job transforming the old turtle pool into a very nice home for our six prairie dogs” said Zoo Director Bill Gersonde. “They took a 40 year old exhibit and gave it a fresh look.”
The new exhibit not only includes dozens of cubic yards of fresh dirt for the prairie dogs but a new bench and pergola where zoo visitors can enjoy the prairie dogs from a shaded location. The project was funded by a generous donation from Julie and Buddy Napier.
The zoo also welcomes a new attraction. A life-sized bronze sculpture of a prairie dog, created by Santa Fe, New Mexico Artist Stephanie Huerta, sits prominently on a stone in the public area for zoo visitors to enjoy.
The turtles that were formerly housed in the exhibit were relocated to the new Elm Creek Backyard exhibit last summer. Zoo staff determined last fall that the old prairie dog exhibit was no longer structurally secure to hold the animals so the prairie dogs were taken off exhibit for the winter.
“It made perfect sense to use the old turtle pool for the prairie dogs” said Gersonde.

West Texas cities to partner in future water plans
ABILENE, TX. – The cities of Abilene, Midland and San Angelo announced today that they will soon decide whether to enter into a partnership to evaluate future water supply needs of those communities and to explore possible shared resources to meet those future needs.
“An adequate water supply is essential to the future of West Texas,” said Mayor Norm Archibald. “As each city plans for its future water supply, it makes sense that we look for ways to partner with other cities in West Texas to ensure our future and to reduce costs of water resource development.”
The first step in the process would be strategic concept development where the cities would identify current resources as well as methods of transporting water throughout West Texas.
“We’ve been working independently but we’re now ready to develop a regional water management strategy that would provide for the short term and long term water needs of our communities,” said Wes Perry, Mayor of Midland.
“We have long sought dependable, secure water resources for San Angelo, however we also recognize the need to explore options that address regional concerns. We are pleased that the initiative announced today establishes a strategic partnership for West Texas,” said Alvin New, Mayor of San Angelo.
Representatives of the three cities will present a proposed agreement to their City Councils at their next regularly scheduled meetings.
The cities are agreeing to jointly evaluate, select and develop short and long term water management strategies for future water supplies.

Citizens asked to complete Hazard Mitigation Survey
ABILENE, Texas – The City of Abilene and Taylor County have joined together with the West Central Texas Council of Government region to prepare a region-wide Hazard Mitigation Action Plan.
The citizens of Taylor County are invited to participate in the planning process by filling out a brief Hazard Mitigation questionnaire available online at the city's Web site at http://www.abilenetx.com/EOC/index.htm. Click on “Hazard Mitigation Survey” on left side.
This plan will seek to address natural hazards within Taylor County. It will provide general guidance related to natural hazards within the county and give an overview of mitigation efforts undertaken by the county and individual communities. In addition, the plan identifies potential problematic conditions and outlines the corrective actions the communities will undertake to remedy potential problems.
“Everyone’s input is important in the planning process for us to identify the hazards that are the utmost concern,” said Emergency Management Coordinator Jim Bryan. “Collectively, we can identify what is a threat to us and we can make road map to mitigate those threats.”

Hop aboard the zoo train this spring break
ABILENE, TX - Zoo guests will have the opportunity to take a tour of the Abilene Zoo aboard a train during spring break March 12-20. The train is equipped with rubber tires and holds approximately 15 people per trip.
The train will take guests past the Wetlands of the Americas, the zoo’s newest attraction Elm Creek Backyard, the jaguar and spider monkey exhibits, down to the lion exhibit, along the lake and back to the zoo entrance.
“We wanted to offer our guests something new and fun to do on their zoo visit” said Zoo Director Bill Gersonde. “If people enjoy it we may bring it back in the summer.”
The train will run Monday through Saturday from 10 am to 4 pm and Sundays from 1 to 4 pm. Those wanting to ride the train need to purchase $2 worth of zoo tokens per person at the admissions window or gift shop. Children two years of age and under are free. Riders will present their tokens to the train engineer before hoping aboard.

Sign up for the 8th annual Mayor's 5K Run Walk Wheel
ABILENE, Texas – It’s time to sign up for the 2011 Mayor’s 5K Run/Walk/Wheel and one-mile Family Fun Run. The event will begin at the Civic Center on Saturday, April 16 at 8 a.m.
The Mayor’s 5K Run/Walk/Wheel will take participants through a downtown Abilene course that begins and ends at the Abilene Civic Center. The 5K will be chip timed. Registration fees for the 5K Run/Walk/Wheel are $20 for adults, $12 for children ages 10 through 18, free for ages 9 and below, and $50 for a family up to four.
Participation in the Family Fun Run is free but participants are asked to pre-register in order to guarantee each contestant a t-shirt. All proceeds from the Mayor’s 5K Run/Walk/Wheel will benefit the Mayor’s Council on Physical Fitness.

ABILENE, TX. – The Great Texas Warrant Roundup list printed in the Sunday, March 5 edition of the Abilene Reporter News contained multiple names that should not have been included on the list. Approximately 540 names, or about 4% of more than 14,000 names in the data base, were incorrectly included. Due to the relatively small percentage, the error was not readily apparent.
The Municipal Court Administrator requested the list include only delinquent citations prior to January 31, 2011, excluding juveniles and parking violations. That list would have included only citations that are currently in warrant status or considered delinquent. However, the error occurred when the report was produced and included those cases that had not yet exceeded the date to appear in Municipal Court.
“We are still researching this matter to determine the cause of error,” said Larry Gilley, Abilene City Manager, “but I want to assure you that we will determine the cause in order to make sure this does not happen again in the future.”
Municipal Court and the City of Abilene deeply regret this mistake and apologize for any confusion or embarrassment caused by this error.
“Some might consider a 4% error a minor issue,” Gilley said, “but we understand that when it’s your name on the list, it’s a personal matter. We fully acknowledge the names listed in error.”

Dr. Jane Goodall visits Abilene Zoo
ABILENE, TX – Renowned primatologist and conservationist Jane Goodall, Ph.D., DBE, founder of the Jane Goodall Institute and UN Messenger of Peace, will be visit the Abilene Zoo to meet with staff and help plant a tree during her city visit today.
“We’re thrilled to have Dr. Goodall visit the zoo”, said Zoo Director Bill Gersonde “She’s such an inspiration to us in the wildlife conservation field and we appreciate her taking time from her busy schedule to talk with us.”
Dr. Goodall will also view the Zoo’s Attwater Prairie Chicken and Panamanian Golden Frog exhibits. Both species are featured in Hope for Animals and Their World: How Endangered Species are Rescued from the Brink, one of her latest books.
The media is invited to the tree planting at the zoo at 11:00 a.m. this morning. The planting ceremony will be followed by a group interview. Those planning to attend should meet at the Zoo’s front gate.
Dr. Goodall is visiting Abilene as part of the 20th anniversary celebration of Jane Goodall’s Roots & Shoots program. The Roots & Shoots program, present in over 120 countries around the world and with a strong presence in Abilene, is about making positive change happen—for communities, for animals and for the environment we all share. Dr. Goodall travels an average 300 days per year, speaking about the threats facing chimpanzees, other environmental crises and her reasons for hope that humankind will solve the problems it has imposed on earth.
Dr. Goodall will be giving a keynote address at the Abilene Civic Center tonight at 7 p.m. Tickets are still available and are $5 at the door and $3 for students. A book signing will follow Dr. Goodall’s address.

City phones up and running, Municipal Court still down
ABILENE, TX.- With the exception of Municipal Court, all City of Abilene municipal government phones are working at full capacity. Due to the high volume of calls made to Municipal Court this morning, the City’s phone system was overloaded.
Municipal Court received a large number of calls which caused the phone system to overload. Most calls were in reference to The Great Texas Roundup where citizens with outstanding warrants, open cases or delinquent cases will be arrested unless their case is settled in Municipal Court. The Roundup started Saturday, March 5 and runs through Sunday, March 13.
Any Warrant Roundup cases must be handled in person at Municipal Court. They cannot be taken care of over the telephone.
Municipal Court phone lines are expected to remain down for the remainder of the week. Any inquiries about outstanding warrants, open cases or delinquent cases must be made in person at Municipal Court.
Municipal Court is located at 555 Walnut Street on the east side of City Hall.

City of Abilene phone system down
ABILENE, TX. – The phone system supporting the City of Abilene’s municipal government is not functioning at full capacity today. Around 8 a.m., the phone system was overloaded due to an unusually high number of calls. City technology specialists are working to fix the problem.
If citizens are in need of immediate assistance and are unable to reach their intended party by phone, they are encouraged to e-mail the department or visit the facility in person. Address and e-mail contact information can be found at abilenetx.com.
Those inquiring about outstanding warrants or citations at Municipal Court must appear in person to take care of their case. Warrants and citations cannot be taken care of over the phone. Municipal Court is located at 555 Walnut Street on the east side of City Hall.
The City of Abilene apologizes for any inconvenience and hopes to have the system functioning at full capacity soon.

City seeks input for CDBG and HOME Grant projects
ABILENE, Texas – Public Notice: The City of Abilene Office of Neighborhood Services (ONS) will hold an ONS Advisory Council meeting and public hearing on March 9, 2011 at 1 p.m. in the City Council Chambers at City Hall located at 555 Walnut Street.
Discussion will include various topics related to housing and community development. The ONS is currently developing the Program Year 2011/2012 Action Plan for the City of Abilene Community Development Block Grant (CDBG) and HOME Investment Partnerships Grant (HOME) programs.
Input from the public hearing will be used by the ONS to formulate recommendations to the City Council regarding the overall CDGB and HOME Budget for the Program Year 2011/2012 Action Plan.

City of Abilene accepting applications for federal HUD grants
ABILENE, Texas – The City of Abilene Office of Neighborhood Services (ONS) is currently accepting applications for funding by the Community Development Block Grant (CDBG) and the Home Investment Partnerships Grant (HOME) from interested local non-profit organizations in Abilene.
Applications may be obtained from the City of Abilene website, www.abilenetx.com/ONS/forms.htm, or at the ONS, located in City Hall, 555 Walnut Street, Room 206. Applications must be returned to the ONS no later than noon, Wednesday, April 6, 2011.
The application must address one of the national objectives of CDBG/HOME grants which are determined by the U.S. Department of Housing and Urban Development (HUD) and must be consistent with the goals and objectives of the Consolidated Plan. The application must also comply with the CDBG/HOME Funding Guidelines approved by the Abilene City Council on July 10, 1997.

March Adoption Special at Abilene Animal Shelter
ABILENE, TX – The City of Abilene is teaming up with Rescue the Animals, SPCA by offering discounted dog and cat adoption prices.
The City has reduced the price of adopting a pet by $20 while Rescue the Animals, SPCA is offering a $20 mail-in rebate for your newly adopted pet.
With reduced prices and the mail-in rebate, unsterilized dogs cost $40 and unsterilized cats cost $30. Sterilized cats and dogs are $15. Regular prices are $80 for unsterilized dogs and $70 for unsterilized cats.
“The main goal is to have our quality animals here at the shelter adopted into good homes,” said Animal Services Manager Aaron Vannoy. “The City of Abilene and Rescue the Animals, SPCA are giving more people opportunities to adopt animals in March through the discounted prices. I hope we are successful in helping these homeless animals.”
With spring approaching, many puppies and kittens are delivered to the Abilene Animal Shelter making it is a popular time for pet adoption. The Abilene Animal Shelter typically had over 100 animals to see and each one is available for adoption.
Prospective pet owners are invited to visit the Abilene Animal Shelter, 925 S. 25th Street, to see which animals are available for adoption. Shelter hours are 9 a.m. – 6 p.m. Monday through Friday and 10 a.m. – 2 p.m. Saturdays. Discounted adoption prices are only good through March 31.
