GRANTS ADMINISTRATOR

Erica Bates is the newest member of the Office of Neighborhood Services staff and has been employed by the City of Abilene since June 2003. Ms. Bates received her degree in Behavioral Science from National University in San Diego and her Master’s in Business Administration from University of Redlands in Southern California.

DIVISION MANAGER

Sandy Bowen began her employment with the City of Abilene in 1992, was promoted to the Grants Administrator for the Office of Neighborhood Services in 2001, and Division Manager in 2007.  Ms. Bowen received her degree in Sociology and Communications from Abilene Christian University.
