This draft plan is being prepared by Carter-Burgess, planning and engineering consultants and being coordinated by the Department of Planning and Development Services and the Water Department.  The final plan when adopted by the City Council will crystallize a vision for the lake as a neighborhood and destination.  The plan will also provide a framework to capitalize on everything that Lake Fort Phantom Hill has to offer to all the citizens of Abilene.
