Evalin E. McClain, M.S, MPA
Assistant City Manager


 

Evalin E. McClain was appointed Assistant City Manager for the City of Abilene, Texas October 2007.  Ms. McClain served as an Assistant City Manager for the City of Overland Park, Kansas for four years and as an Assistant to the City Manager for three years.  Ms. McClain began her career in municipal government in Kansas City, Missouri in 1997.  Prior to her career in local government, Ms. McClain held leadership and management positions in the private as well as the not-for-profit sectors.

Ms. McClain is active in professional associations and is a member of the International City Management Association, American Society for Public Administrators where she is a past president.  In addition, she is a member of the National Forum for Black Public Administrators where she served as Vice President. Moreover, she is a member of the Texas City Management Association. Furthermore, Ms. McClain is a member of the Honor Society of Phi Kappa Phi.

Ms. McClain participates in and has historically served in variegated community organizations. Currently she is a member of the Board of Directors for the Alliance for Women & Children, and she serves on the Board of Directors for the Black Chamber of Commerce for the City of Abilene.  

Ms. McClain received a Bachelor of Science in Communications from the University of Nebraska, a Master of Urban Studies from the University of Nebraska and a Master of Public Administration from the University of Missouri.  Ms. McClain has also completed course work towards a Ph.D. in Public Administration.

Ms. McClain received the International City/County Manager Association (ICMA) award for 10 years of Local Government Service as well as the Pi Alpha Alpha, National Honor Society for Public Administration.  Further, she has completed numerous leadership academies for Local Government Executives.

Ms. McClain is married to Coleman Douglas McClain and they have three children.
