Abilene City Manager




David A. Vela
Interim City Manager

David A. Vela was appointed Interim City Manager for the City of Abilene, Texas in October 2014. He joined the City of Abilene as Assistant City Manager in 2006, and was promoted to Deputy City Manager in 2011. Prior to joining the City of Abilene, Mr. Vela served as Assistant City Manager for the City of Alice, Texas, for 3 years. He has a combined 17 years of service in State and Local government.

Mr. Vela has been active in professional associations. He is a member of the International City Management Association and is an ICMA-Credentialed Manager, one of only 69 active managers in Texas to hold this distinction. He is also a member of the Texas City Management Association, where he represented Region 3 on the Board of Directors from 2009-2011. Mr. Vela currently serves on the TCMA Ethics Committee.

Mr. Vela earned a Bachelor of Arts in Government from the University of Texas at Austin and a Master of Public Administration degree from Texas State University.

Additionally, Mr. Vela serves in the Maritime Regiment of the Texas State Guard, a component of the Texas Military Forces, holding the rank of Petty Officer Second Class (E-5).

Mr. Vela is married to Karla and has two children, both born in Abilene.

City Manager

The City of Abilene operates under the council-manager form of government. Under this system, with approval of city council, the mayor appoints a city manager who acts as the chief executive officer of the government. In the chief executive capacity, the city manager works with the city council, city department directors, and city staff to develop and implement policies guiding the city. This general function may take a number of forms including coordination of daily operations and long range development of the city; preparation of the annual budget; development and implementation of personnel regulations, financial and administrative policies; and other actions as required by the mayor and city council or Code of Ordinances.

The city attorney, municipal court judge, and city secretary are also appointed by the mayor with approval of council. All other officials and department heads are hired by and responsible to the city manager. The city manager's office staff includes deputy city manager, executive secretary, and a community information coordinator.
