Residents
Library cards are free of charge to 1) individuals who reside in the city of Abilene and Taylor County, 2) individuals who reside on Dyess Air Force Base, and 3) individuals who own property in the city of Abilene. Children of the above, birth through eighteen years of age, may, with parental approval, apply for a library card. The above individuals must present identification stating their local address (preferably a Texas Driver's License) or proof of city property ownership and social security number.

Nonresidents
Persons, who presently reside outside the city of Abilene and Taylor County, may apply for a library card. Children of nonresidents, birth through eighteen years of age, may, with parental approval, apply for a library card. The annual fee for a nonresident library card is $10.00 per individual. Identification requirements are the same as those for residents.
