The City of Abilene, Texas seeks a highly motivated, progressive thinking and professional individual to fill the position of Director of Community Services. The Community Services department is comprised of the following divisions: Abilene Civic Center, Abilene/Taylor County Health Department, Abilene Public Library, Parks, Recreation, Senior Citizens Services, Abilene Zoo, and Maxwell Municipal Golf Course. The Director provides leadership, oversight, planning and financial management at the departmental level for the facilities and service delivery that impact the quality of life for Abilene’s citizens on a daily basis.

Within the Community Services department, the Parks division maintains nearly 30 parks totaling over 1,000 acres and offering a collection of modern facilities to meet recreation and relaxation needs of citizens. Parks facilities include three athletic complexes known around the state for their quality. The Parks division maintains an additional 257 acres of city properties, including the Municipal Cemetery. The Zoo is a 13 acre facility accredited by the Association of Zoos and Aquariums and home to over 600 animals from around the world. The Zoo is Abilene’s number one tourist attraction and the only zoo between Fort Worth and El Paso. Abilene has five senior citizen and recreation center facilities offering a wide array of programs and services for citizens of all ages. Programs provided through the Health Department include nutrition, immunization, vital statistics, dental, nursing, testing and treatment services. The Abilene Civic Center provides conference, meeting and performance facilities that are outstanding and frequently present multiple venues simultaneously. The Community Services Director collaborates with numerous citizen boards and special advocacy groups to ensure quality programs and services are sustained in our community.

Requirements/qualifications include: a minimum of seven years progressive experience with management and operations responsibility for program and service delivery; preference may be given to experience in a similar municipal or community-oriented service environment; a bachelor’s degree in parks and recreation management, public administration or business administration or a closely related field; preference may be given to a master’s degree in public administration or business administration. Certain combinations of education and experience may be qualifying.

Requisite knowledge, skills and abilities include: established record of contributing in a collaborative team structured organization; demonstrated ability to supervise and motivate staff; excellent communication and presentation skills; ability to effectively develop and maintain relationships; proven budgeting and financial management skills.

Physician Assistant or Family Nurse Practitioner

Qualifications:

Physician Assistant (PA) or Family Nurse Practitioner (FNP) will provide service in the Employee Clinic, open during regular business hours, for minor illnesses and injuries requiring medical evaluation and treatment. The position will work under the medical supervision of the Health Authority/Medical Director and the administrative supervision of the Managing Director for Administration, performing varied duties as delegated related to patient care in a clinical setting. This will include conducting examinations, completing medical records, preparing care plans, ordering laboratory and diagnostic testing, ordering medications and performing other duties within the scope of the PA license or RN license and FNP licensure and authorization; education; training and experience, and as authorized by the Health Authority/Medical Director. The clinic is located in the Public Health District building at 850 North 6th Street and is available to employees/retirees and their dependents who are covered under the City’s health plan. Prefer a minimum of five year’s experience serving as a PA or FNP in a direct patient care clinical setting. Requires licensure as a PA in the State of Texas or full authorization to practice as a FNP in the State of Texas. Must possess or have the ability to obtain the following: DPS Controlled Substance Registration Number; Drug Enforcement Authority Number; Medicare Provider Number; certification from the National Commission on Certification of Physician Assistants, or nationally recognized certifying agency for Nurse Practitioners; CPR certification; and Professional Liability Insurance Coverage with coverage limits to be established by the City of Abilene. The Abilene Zoo is looking for an enthusiastic individual to join the senior staff and oversee the daily operation of the zoo’s animal department. Duties include training, scheduling and supervising animal care staff; Maintaining animal department records including ISIS/ZIMS. Developing, implementing and ensuring compliance with policies and procedures related to the care and management of the animal collection. Preparing and implementing the animal department budget. Managing animal transactions. Assuring adherence to all local, state, federal, USDA and AZA regulations and guidelines. In cooperation with the staff veterinarian overseeing preventative, routine and emergency health care to the animal collection. In cooperation with zoo staff, developing, implementing and overseeing a progressive animal training and enrichment program. In cooperation with zoo staff, updating and implementing a collection plan appropriate for the facility and that takes into consideration the current animal sustainability crisis. In cooperation with the maintenance supervisor assures the maintenance and repair of zoo facilities. In cooperation with zoo staff develops and implements zoo conservation and research programs. The Zoo currently is a 13 acre facility with an additional 26 acres available for expansion. Accredited by the Association of Zoos and Aquariums the zoo is home to over 600 specimens of over 125 species of mammals, birds, reptiles, amphibians, fish and invertebrates. The Zoo is Abilene’s number one tourist attraction with an annual attendance in excess of 200,000 guests and the only zoo between Fort Worth and El Paso. Requires a Bachelors degree in one of the life sciences with six years of experience in the maintenance and care of a variety of classes of zoological specimens. And at least two years documented supervisory experience preferably in an AZA accredited institution. Applicant must have strong communication and team building skills. Qualifications:

This position involves working with a crew engaged in a wide variety of street and alley system maintenance and construction; care of heavy construction and maintenance equipment and machinery; and preparation of a variety of traffic control signs. Tech I: Requires experience in operation and servicing of light and medium construction equipment;

 

Tech II: Must meet Tech I qualifications plus 6 months experience equivalent to Street Maintenance Technician I or formal training in the operation of heavy equipment in an accredited school; basic understanding of rigid and flexible pavements; and certification by the Texas Engineering Extension Service in the placement of traffic control devices.

 

Tech III: Must meet Tech I & II qualifications plus 3 years experience equivalent to Technician II or operation of heavy equipment; the ability to meet rough grades in base preparation with heavy equipment and a moderate understanding of rigid flexible pavements; and Hazardous Cargo Endorsement on CDL. All positions require valid Texas Drivers License, and must have valid Texas Commercial Drivers License with water tank and air brake endorsement; and a good driving record, or ability to obtain within 45 days. This is skilled work in the operation and maintenance of a treatment plant.
